Present were Councilmembers Deines, Estrada and Sobek, Mayor Pro Tern Karwin, and
Mayor Zimmerman. There were no public comments or correspondence received. At 4:00 PM,
the City Council recessed to Closed Session for the purposes below.

1. CALL TO ORDER
Mayor Zimmerman called the Regular Meeting to order at 6:11 PM.

Deputy City Attorney Ajit Thind stated there was no reportable action from Closed Session on
items 1 and 2. On item 3, the City Council voted 3-2 (Zimmerman, Sobek voting no) to place
City Manager Armando Villa on Administrative Leave with pay pending completion of a
comprehensive internal personnel investigation, this action was not punitive or disciplinary it
was simply to allow the personnel investigation to be completed. On item 4, the City Council
voted unanimously (5-0) to appoint Rebekah Krammer as Acting City Manager.

ACTION
1. Adopted Resolution No. 23-1362, approving the annual update to the City of
Menifee's Investment Policy for fiscal year 2023/2024.
10.7 Memorandum of Understanding with the California Department of Transportation for
the McCall Boulevard / 1-215 Interchange Project
ACTION
1. Approved and authorized the City Manager to execute a Memorandum of
Understanding with the State of California Department of Transportation
(Caltrans) for the McCall Boulevard/Interstate 215 Interchange, Capital
Improvement Program (CIP) Project No. 14-01.
10.8 Agreement with Tri-Pointe Homes IE-SD, Inc. for Assignment of Quimby Credit
ACTION
1. Approved and authorized the City Manager to execute an Operating
Agreement with Tri-Pointe Homes IE-SD, Inc. for partial assignment and
assumption of Quimby credit in the amount of 2.82 acres to CRP/CWR River
Walk Project, LLC for Tract Map No. 38219 "Riverwalk," located north of Lazy
Creek Road and west of Bradley Road.
10.9 Agreements and Bonds for Parcel Map No. 38324, Chick-fil-A Restaurant, by
Chick-fil- A, Inc.
ACTION
1. Approved and authorized the City Manager to execute Public Improvement
Agreements to guarantee the completion of required public improvements
associated with Parcel Map No. 38324, Chick-fil-A restaurant, located west of
Haun Road and south of New Hub Drive.
10.10 Agreements and Bonds for Plot Plan No. 2015-164, Del Oro North Apartments, by
Jefferson Menifee, LLC.
ACTION
1. Approved and authorized the City Manager to execute Public Improvement
Agreements to guarantee the completion of required public improvements
associated with Del Oro North Apartments, by Jefferson Menifee, LLC, located
north of Holland Road and east of Hanover Lane.
10.11 Public Service Easement Vacation No. 22-003, Vacating Public Utility Easements
within Tract No. 32628, Adler Ranch
ACTION
1. Approved Resolution No. 23-1363, ordering the summary vacation of public
utility easements, together with the right of ingress and egress, as previously
dedicated on recorded Tract Map No. 32628, Adler Ranch, located south of
Craig Avenue and east of Antelope Road; and
2. Authorized the City Clerk to file the approved resolution and Notice of Vacation
No. 22-003 (VAC22-003) with the Riverside County Recorder's Office.

10.12 Notice of Completion and Acceptance for the Menifee Road Maintenance Services
and E.L. Pete Peterson Park Parking Lot Projects
ACTION
1. Accepted the improvements for the road maintenance services along Menifee
Road between Highway 74 and just south of Biscayne and parking lot
resurfacing services for Capital Improvement Project (CIP) No. 23-18: E.L.
Pete Peterson Park Parking Lot Project; and
2. Authorized the City Clerk to file a Notice of Completion with the Riverside
County Recorder's Office.

Court to Comey View Court, Councilmember Estrada seconded the request.
