The City Council presented Justin Metoyer, Owner of The 9th Shield, with a certificate
and provided a video.
5.2 Community Services Update
Community Service Specialist Leticia Alegria introduced the Menifee Youth Leader
President, Meagan Macatangay, and Vice President, Madison LeFlore who provided a
presentation on Youth Leaders of Menifee activities. Ms. Alegria announced the Spring
Teen Awards. The City Council and Lake Women's Club presented the teens with
awards.
Community Services Manager Mariana Mitchell provided a presentation on the
Community Services update.

10.4 Fiscal Year 2023/2024 Senate Bill 1 List of Projects
ACTION
1. Adopted Resolution No. 23-1320, approving the Fiscal Year 2023/2024 list of
projects funded by Senate Bill 1: The Road Repair and Accountability Act of 2017;
and
2. Authorized the Public Works Director, or designee, to submit the required list of
projects and accompanying resolution to the California Transportation
Commission (CTC).
10.5 Resolution to Approve Grant Application for Land and Water Conservation Funds for
the Quail Valley Park Project
ACTION
1. This item was pulled from the agenda during agenda modifications.
10.6 Intention to set a Public Hearing to Establish Fiscal Year 2023/2024 County Service
Area Charges Within the City
RECOMMENDED ACTION
1. Adopted Resolution No. 23-1321 to declare its intention to continue County
Service Area charges within the City for Fiscal Year 2023/2024 and notice a
Public Hearing for June 21, 2023.
10.7 Landscape and Lighting Maintenance District 89 1 C Intention Proceedings for the
Levy and Collection of Assessments for Fiscal Year 2023/2024
This item was pulled for discussion. Interim Chief Financial Officer Margarita Cornejo
answered questions from the City Council.

1. Adopted Resolution No. 23-1322, initiating proceedings for the levy and
collection of assessments for the Landscape and Lighting Maintenance District
(LMD) No. 89 1 C consolidated for Fiscal Year 2023/2024; and

10.8 Agreement with Southern California Edison to Provide Power to the New Quail Valley
Fire Station No. 5
ACTION
1. Approved and authorized the City Manager, or his designee, to execute a
Distribution Line and/or Service Extension Agreement with Southern California
Edison in an amount not to exceed $46,440.37 for the new Quail Valley Fire
Station No. 5 Project, CIP 21 04.
10.9 Agreement Amendment with Bio Tox Laboratories for the Police Department Forensic
Toxicological Testing Services
ACTION
1. Approved and authorized the City Manager to execute Amendment No. 1 to
Professional Services Agreement with Bio Tox Laboratories for forensic
toxicological testing services for the Police Department, increasing the contract in
the amount of $15,000, for a revised total not to exceed $25,000 through June 30,
2023.
10.10 Agreement Amendment with Kimley Horn and Associates, Inc. for the Civic Center
Parking Lot Project
ACTION
1. Approved and authorized the City Manager to execute Amendment No. 1 to the
Professional Services Agreement with Kimley Horn and Associates, Inc. for the
Civic Center Parking Lot Project, Capital Improvement Project No. 2224,
increasing compensation by $84,558, for a total amount not to exceed
$319,664, and extending the term of the agreement through June 30, 2024.
10.11 Agreement Amendment with the State of California, Department of California Highway
Patrol for Traffic Control Services for the Holland Road / 1 215 Overpass Project

ACTION
1. Approved and authorized the City Manager to execute Amendment No. 1 to the
Construction Zone Enhanced Enforcement Program Agreement with the State of
California, Department of California Highway Patrol for the Holland Road / 1 215
Overpass Project, CIP No. 13 03, increasing the contract in the amount of
$100,000, for a revised total not to exceed $145,264, for an additional estimated 30
days of traffic control services (from original estimate of 15 days) through July 31,
2024.
10.12 Agreement Amendment with the City of Murrieta for Dispatch Services
ACTION
1. Approved and authorized the City Manager to execute the First Amendment and
Restatement of the Dispatch Service Agreement with the City of Murrieta,
administratively memorializing existing practices as they relate to the allocation of
operational program costs and data access.
10.13 Agreement Amendment with STC Traffic, Inc. for On Call Traffic Engineering Services
ACTION
1. Approved and authorized the City Manager to execute Amendment No. 1 to a
Professional Services Agreement with STC Traffic, Inc. for On Call Traffic
Engineering services in an amount not to exceed $54,900, for a total
agreement amount of $130,000.
10.14 Quitclaim Deeds to Riverside County Flood Control and Water Conservation District
for Storm Drainage Easements for Hidden Hills Tract 30142 1
ACTION
1. Accepted the Right of way and Flood Control Improvements for Hidden Hills from
KB Homes Coastal Inc., associated with the development of Tract Map 30142 1,
located south of Craig Avenue and east of Evans Road; and
2. Approved Quitclaim Deed and Certificate of Acceptance for Hidden Hills for a
portion of Parcel 2 of Parcel Map No. 15837, RCFC Parcel No. 4395 500; and
3. Approved Quitclaim Deed and Certificate of Acceptance for Hidden Hills for a
Portion of Parcel 4 of Parcel Map No. 11586, RCFC Parcel No. 4395 501; and
4. Approved Quitclaim Deed and Certificate of Acceptance for Hidden Hills for a
portion of Parcel 1 of Parcel Map No. 15395, RCFC Parcel No. 4395 502; and
5. Approved Quitclaim Deed and Certificate of Acceptance for Hidden Hills for a
Portion of Parcel 2 of Parcel Map No. 15395, RCFC Parcel No. 4395 503.
10.15 Acceptance of Public Improvements and 90% Release of Security for Tract Map
36485 8, Audie Murphy Ranch, by Sutter Mitland 01, LLC
ACTION
1. Accepted the public improvements for streets, drainage, water, recycled water,
sewer and survey monuments for Tract Map 36485 8, Audie Murphy Ranch,
located on the northwest corner of Normandy Road and Audie Murphy Road
North; and
2. Authorized the City Engineer to release 90% of the posted securities per the City's
Standard Policies.

10.16 Final Map, Security Improvement Agreement and Bonds for Tract Map 36658 2,
Cimarron Ridge, by Pulte Homes Company, LLC.
ACTION
1. Approved and authorized the filing of final map for Tract 36658 2, Cimarron Ridge,
by Pulte Homes Company, LLC, located west of Thornton Avenue between Valley
Boulevard and Chambers Avenue; and
2. Approved and authorized the City Manager to execute a Subdivision Improvement
Agreement to guarantee completion of required onsite and offsite
improvements associated with Tract Map 36658 2.
10.17 National Public Works Week Proclamation
ACTION
1. Proclaimed the week of May 21, 2023 as National Public Works Week.

City Manager Armando Villa announced Pat Walsh had returned as Interim Police Chief
