SUMMARY:
The City of Menifee currently receives Community Development Block Grant (CDBG) funding as an
entitlement community from the U.S. Department of Housing and Urban Development (HUD). The three
(3) program years affected by this Substantial Amendment were approved as follows:
• Program Year 2013-2014 (Adopted on May 7, 2014)
• Program Year 2014-2015 (Adopted on May 6, 2015)
• Program Year 2016-2017 (Public Hearing scheduled for May 4, 2016)
• Consolidated Plan (2012-2017) (Adopted on May 1, 2012)
This document, consisting of a narrative as well as required attachments, constitutes the formal
Substantial Amendment to HUD.
SUBSTANTIAL AMENDMENT NARRATIVE
The 2013-2014 Annual Action Plan and 2014-2015 Annual Action plans are amended to reallocate/re-
program funds from various projects/programs included in the respective Annual Action Plans into
projects/program included in the proposed 2016-2017 Annual Action Plan.

Amendment to the Consolidated Plan (2012-2017)
Additionally, the City’s Consolidated Plan (2012-2017) as adopted 2012 is formally amended as follows:
1.Table 2B (Priority Community Development Needs) – Amended to remove the “2 Projects; Years
3-5” under Water/Sewer Improvements into “Infrastructure (General)” category of Table 2B. The
City of Menifee does not formally oversee/control the water/sewer system within the City. Larger
sewer projects have been determined financially infeasible at this time. Therefore, infrastructure
funding will be allocated to other needed infrastructure projects.
2.Table 1B (Special Needs (Non Homeless) Populations), under the Infrastructure and Community
Facilities Projects paragraph, reference to the Quail Valley Community Park Project is replaced
with, “After initial discussions with the existing Canyon Heights HOA regarding transfer of the
Canyon Heights Park to the City as a public park, it was determined that at this time, the transfer
will be unfeasible. Other eligible community facilities projects will be included as part of the
Annual Action Plan process.”
APPENDIX A – SUMMARIES OF REALLOCATED/REPROGRAMMED FUNDING BY PROJECT
In total $1,743.96 from Program Years 2013-2014 and 2014-2015 remaining and/or unused funds from
various projects/program (see previous section) will be reallocated/reprogrammed into the Patio Homes
Neighborhood (ADA Ramps Improvements) Resurfacing Project included as part of the 2016-2017 Annual
Action Plan.
APPENDIX B: - STAKEHOLDER CONSULTATION AND CITIZEN PARTICIPATION
The proposed reallocation/reprogramming recommendations included within the Substantial
Amendment will be presented before the City Council for approval during the May 4, 2016 Public Hearing.
Any comments received during the 30-day comment period, including the Public Hearing held on May 4,
2016 will be incorporated into the final document.
