RESOLUTION NO. _________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MENIFEE
APPROVING THE 2020/2021 ANNUAL ACTION PLAN FOR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING.
WHEREAS, the City of Menifee has participated directly within the Federal
Department of Housing and Urban Development (HUD) as an entitlement jurisdiction for
Community Development Block Grant (CDBG) funds commencing with July 1, 2012; and
WHEREAS, the City has prepared all documents, notices, and forms required by HUD
for participation in the CDBG Program by entitlement jurisdictions; and
WHEREAS, the City’s 2017-2021 Consolidated Plan, contains a housing and
community development needs assessment; a survey of available resources; and a five
year strategy that specifies achievable housing and community development goals and
programs; and
WHEREAS, the 2020/2021 Annual Action Plan establishes a one-year program in
compliance with HUD funding allocations and requirements; and
WHEREAS, the City has given notice of the required public hearing for consideration
of approval of the, 2020/2021 Annual Action Plan; and
WHEREAS, the City has held a public hearing to hear public testimony of all interested
parties regarding the 2020/2021 Annual Action; and
WHEREAS, all of the prerequisites with respect to the approval of this Resolution have
been met
NOW THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MENIFEE AS FOLLOWS:
Section 1: Subsequent to hearing and consideration of all testimony, the City
Council hereby adopts the Community Development Block Grant
Program (CDBG) 2020/2021 Annual Action Plan.
Section 2: The City Manager, or designee, is hereby authorized and directed to
take any actions and execute any documents as are necessary and
appropriate to effectuate the intent of this Resolution, including, but not
limited to, as serving as the Certifying Officer for all environmental
review procedures associated with the various CDBG projects, and
Certifying Officer for the purpose of signing correspondence,
agreements and other required documents.

Section 3: This Resolution shall take effect upon the date of its adoption.
PASSED, APPROVED, AND ADOPTED this 15th day of April 2020.
