Mayor Zimmerman called the meeting to order at 5:30 PM and recessed to Closed Session for the
purpose listed below. Present were Councilmembers Deines, Estrada,Sobek, Mayor Pro Tern Karwin,
and Mayor Zimmerman.

Mayor Zimmerman called the meeting to order at 6:02 PM. City Attorney Jeffrey Melching
statedthere was no reportable action from Closed Session. City Clerk Stephanie Roseen
stated the City Council had received correspondence on various agenda items.

5.1 Mental Health Awareness Month Proclamation
The City Council presented Diana Gutierrez, Mindy McFarland, and April Jones with
Riverside County Health Systems — Mental Health a proclamation. Ms. Gutierrez
provided an overview of Mental Health Awareness Month.
5.2 Older Americans Month Proclamation
The City Council presented the Menifee Senior Advisory Committee with a
proclamation. Chair Gloria Sanchez discussed the importance of Older Americans
Month.
Councilmember Estrada stepped away from the dias at 6:15 PM and returned at 6:17
PM.
5.3 Menifee Police Department Quarterly Update
Menifee Police Captain Dave Gutierrez provided a presentation.

The agenda was approved with no modifications by a vote of 4 1 with Councilmember
Estrada voting no.

ACTION

10.2 Warrant Register
ACTION
1. Ratified and approved the Voucher Lists dated 3/31/2023 and 04/07/2023, the
Payroll Register/Other EFTs dated 03/31/2023 and 04/03/2023, and the Void
Check Listing PE 3/31/2023 which have a total budgetary impact of
$3,704,604.54.

ACTION
1. Received and filed the Treasurer's Report as of March 31, 2023.
10.4 Second Reading and Adoption of Ordinance to Levy of Special Taxes, Community
Facilities District No. 2023 2 (Cimarron Ridge)
ACTION
1. Adopted Ordinance No. 2023-372, authorizing the levy of special taxes within
Community Facilities District (CFD) No. 2023 2 (Cimarron Ridge).
10.5 Community Improvement Designation Grant Acceptance for The Wall That Heals
Event
ACTION
1. Accepted the Fiscal Year 2022/2023 Community Improvement Designation Grant
for The Wall That Heals event in the amount of $5,000; and
2. Adopted Resolution No. 23-1314, appropriating $5,000 in revenue and
expenditures for the Community Services Department; and
3. Authorized the City Manager or his designee to execute all necessary
agreements and other grant related documents thereof to receive the
Community Improvement Designation Grant.

10.6 Resolutions of Intention to Form and Incur Bonded Indebtedness for Facilities CFD
No. 2023 1 (Rockport Ranch)
ACTION
1. Rescinded Resolution Nos. 23 1281 and No. 23 1282, approved on February 15,
2023; and
2. Adopted Resolution No. 23-1315, an intent to establish Community Facilities District
No. 2023 1 (Rockport Ranch) of the City of Menifee, to authorize the levy of a
special tax to pay the costs of acquiring or constructing certain facilities and to pay
debt service on bonded indebtedness; and
3. Adopted Resolution No. 23-1316, an intent of the City Council of the City of Menifee
to incur bonded indebtedness in an amount not to exceed $23,000,000 within
proposedCommunity Facilities District No. 2023 1 (Rockport Ranch) of the City of
Menifee.
10.7 Representative Appointment to the California Intergovernmental Risk Authority (CI RA)
Board of Directors
ACTION
1. Adopted Resolution No. 23-1317, appointing the Deputy City Manager as a
representative to the California Intergovernmental Risk Authority (CIRA) Board of
Directors and authorized the representative to vote on behalf of the City of Menifee.
10.8 Public Works Vehicle Purchase Refrigerated Box Truck
The item was pulled for discussion. Public Works Director Nick Fidler answered
questions from the City Council.
ACTION
1. Approved the purchase of one refrigerated box truck vehicle and appurtenant
outfitting from Velocity Truck Centers in the not to exceed amount of
$121,577.50, including taxes and delivery; and
2. Authorized the City Manager to execute the required documents and the Finance
Department to issue corresponding purchase orders for the vehicle purchase; and
3. Authorized the City Manager to sign replacement vehicle quotes for a similar model
vehicle if this vehicle becomes unavailable, in an amount not to exceed
$140,300.00.

Annual Action Plan.

Roseen stated the public hearing was legally noticed and there was no
correspondence received.

1. Adopted Resolution No. 23-1319, approving the Substantial Amendment to the
2019/2020 Community Development Block Grant Annual Action Plan Corona Virus
Funds and the transfer of the balance of the account followingthe approval of the five
pending applications.
