CALL TO ORDER Menifee City Council Special Meeting Minutes Wednesday, April 05, 2023 3:00 PM Special Meeting Armando G. Villa, City Manager Jeffrey T. Melching, City Attorney Kay Vinson, Acting Clerk Mayor Zimmerman called the special meeting to order at 3:01 PM. 2. PLEDGE OF ALLEGIANCE Betty Hyatt led the flag salute. 3. ROLL CALL Present: Bob Karwin, Lesa Sobek, Bill Zimmerman, Ricky Estrada Absent: Dean Deines 4. MULTI -YEAR BUDGET PLANNING AND FORECAST MODEL 4.1 Multi -Year Budget Planning and Forecast Model City Manager Armando Villa introduced the 10-yr Forecast Model and 2-year Budget proposals. Principal Accountant Dominic Tartaglia began the presentation. Assistant City Manager Rochelle Clayton continued the presentation with long range planning and 2-year budget. Deputy Finance Manager Margarita Cornejo addressed implementation of Enterprise Resource Planning system. ACTION 1. Received and filed summary report on City's Multi -Year Budget Planning and the 10-Year Financial Forecast Model. 5. CAPITAL IMPROVEMENT PROGRAM BUDGET WORKSHOP 5.1 Capital Improvement Program Workshop for Fiscal Years 2023-2024 and 2024-2025 Public Works Director Nick Fidler provided a presentation on the Capital Improvement Program (CIP). Park/Landscape Maintenance Manager Bryce Howell covered Public Facility Projects; and Parks, Trails & Recreation Projects. Information Technology Director Ron Puccinelli discussed Technology Infrastructure Projects. Director Fidler summarized the CIP Grant Forecast for the next two fiscal years. ACTION 1. Reviewed the Capital Improvement Program (CIP) Presentation and provided feedback and input to staff. 6.
