General Plan and Land Use Vision Mayor Zimmerman introduced the item and Community Development Director Cheryl Kitzerow. Ms Kitzerow provided a presentation and reported on the areas of discussion for the workshop, and background. Ms. Kitzerow introduced Economic Development Director Gina Gonzales. Ms. Gonzales reported on the background of the retail and office study overview and introduced Tim Sullivan, Senior Managing Principal, and Shawn McCutcheon, Advisory Vice President, with Meyers Research. Menifee Mayor and City Council Special Meeting Agenda Wednesday, December 2, 2020 Page 2 of 3 Mr. Sullivan provided background information on Meyers Research and introduced Mr. McCutcheon to review industrial market demand. Mr. McCutcheon reported on industrial market trends and Menifee’s opportunities; employment concentrations; educational attainment and occupation; resident commuting patterns; warehouse and distribution facilities north of Menifee; Inland Empire industrial submarkets; industrial vacancy and lease rates by market; industrial market space type distribution; industrial demand summary; and key conclusions. Ms. Gonzalez provided a summary of the retail, office, and industrial market studies. City Clerk, Sarah Manwaring, conducted roll call and Mayor Zimmerman led the flag salute. The City Council and Planning Commission asked questions of the consultants and staff regarding the City of Perris’s restriction on new distribution development, highest market demand, and automated systems and physical jobs in local fulfillment centers. Ms. Kitzerow reported on the intent of the Economic Development Corridor (EDC); EDC five subareas: Northern Gateway, McCall Boulevard, Newport Road, Community Core, and Southern Gateway. The City Council and Planning Commission asked questions of staff regarding where logistics centers would by categorized in the EDC, logistic facility height restrictions, EDC vision clarification, uses allowed in the Northern and Southern Gateways, City of Perris’s restriction on distribution developments, Moreno Valley World Logistics Center consideration in demand calculation, why is a logistics center good for the City, and EDC McCall Blvd. vision. The City Council and Planning Commission discussed clarifying the residential “standalone” EDC definition and where residential uses should be allowed, residential in the McCall Blvd. EDC, need for “mortgage paying jobs”, benefits to the City from logistic centers, job creation, change in trends, and need to protect the EDC. Community Development Director Cheryl Kitzerow recognized and presented Commissioner Karwin and Commissioner Phillips with a plaque for their years of service on the Planning Commission. The Commissioners and staff thanked Commissioners Phillips and Karwin for their service on the Planning Commission. Councilmember August thanked Commissioner Karwin and wished him luck on the City Council and expressed his appreciation and gratitude for Commissioner Phillips. Commissioner Phillips inquired about the development status of Olive Garden/Center Point project, the road striping on Murrieta Road, and the improvements at Bundy Canyon and Scott Road.
