CALL TO ORDER Chair LaDue called the meeting to order at 6:01 PM. 2. ROLLCALL Present: Benjamin Diederich, Joe Long, Chris Thomas and Jeff LaDue Absent Randy Madrid 3. PLEDGE OF ALLEGIANCE Ben Diederich led the flag salute. 4. PRESENTATIONS 4.1 Menifee W launch Public lnformation and Legislative Affairs Officer, Phil Southard, provided a presentation on Menifee TV. 5. AGENDAAPPROVAL OR MODIFICATIONS The agenda was approved unanimously (4-0) with no modifications. 6. PUBLIC COMMENTS (NON-AGENDA ITEMS) None. 7. APPROVAL OF MINUTES 7 .1 March 8, 2023 Planning Commission Minutes The minutes were approved unanimously (4-0) with no modifications. 8. CONSENT CALENDAR. NONE Match 22,2023 Page 1 of 3 City of Menifee Planning Commission 9.1 "Bradley Road Monopine" Wireless Communication Facility Planning Manager Orlando Hemandez introduced Associate Planner Brandon Cleary who provided the presentation. Assistant City Attorney Thai Viet Phan reminded the Commissioners the Federal Communications Commission limits the issues that may be addressed, and health impacts cannot be considered. Community Development Director Cheryl Kitzerow pointed out an item was distributed to the Commissioners in their blue folder relative to updated setback information and additional condition 48a. Chair LaDue opened the public hearing at 6:28 PM. Acting City Clerk Kay Vinson stated the public hearing was legally noticed and no conespondence was received. On behalf of applicant AT&T, Tyne Allaman and Alisha Strasheim, addressed the Commission and responded to questions. The applicant agreed to the conditions of approval and as modified to include a decorative CMU block wall. Further, the applicant agreed to replace the Monopine Cell Tower with a Eucalyptus tree design. Ken Tooker provided a public comment Chair LaDue closed the public hearing at 6:36 PM. Chair LaDue reopened the public hearing at 6:37 PM George Mulvey provided a public comment. Chair LaDue closed the public hearing at 6:38 PM ACTION: Determined the project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 ("New Construction or Conversion of Small Structures") and directed staff to file a Notice of Exemption; and Adopted Resolution PC23-585 approving Conditional Use Permit No. PLN22-0020 and Plot Plan No. PLN22-0019, Bradley Road Eucalyptus Wireless Communication Facility, located South of Holland Road, North of Corson Road, East of Chade Lane and West of Bradley Road, Northwest Corner of Bradley Road and Corson Avenue, City of [r,lenifee (APN 360-150-018), sublect to the Conditions of Approval and based upon the findings and conclusions incorporated in the staff report. and as modified to replace enclosure of wrought iron fence with construction of an enclosure with a decorative CMU block wall' Further to authorize the Community Development Director to review and approve eucalyptus tree design and landscape around the enclosure. COMMISSIONER REPORTS ON COMMITTEE ACTIVITIES Commission Joe Long reported on attending an orientation meeting for the Menifee Citizens Advisory Committee, and he will be attending the next meeting on March 27,2023. 13.
