MINUTES
Chair LaDue called the meeting to order at 6:03 PM.
2. ROLL CALL
Present: Benjamin Diederich, Randy Madrid, Chris Thomas, Jeff LaDue, Joe Long (arrived at
6:46 PM)

3. PLEDGE OF ALLEGIANCE
Vice -Chair Thomas led the flag salute.

5. AGENDA APPROVAL OR MODIFICATIONS
The agenda was approved unanimously (4-0) with no modifications. Commissioner Long
absent.

There were no public comments.
7. APPROVAL OF MINUTES
7.1 February 22, 2023 Planning Commission Minutes.
The minutes were approved unanimously (4-0) with no modifications. Commissioner Long
absent.

9. PUBLIC HEARING ITEMS
9.1 Ethanac and Barnett Warehouse(s)
Senior Planner Russell Brown provided a presentation. Chair LaDue opened the
public hearing at 6:16 PM. There were three public speakers regarding this item. Alex
Zamora and Al Sanchez, representatives from LIUNA spoke in support and Malcom
Corona, City of Perris resident spoke in opposition. Acting Assistant City Clerk stated
that the public hearing was legally noticed and there were multiple correspondences
received.
Chair LaDue closed the public hearing at 6:28 PM.
The Commission discussed the status of future improvements to Ethanac / 1-215
Interchange, size of proposed buildings (split as 2 smaller buildings rather than 1
larger building), hours of operation/future tenants, and street improvements. The
applicant, Daniel Lee agreed to all Conditions of Approval presented in the staff report
as well as the modifications to the conditions proposed by staff.
ACTION
1. Adopted Resolution No. PC23-583 adopting a Mitigated Negative Declaration,
based on the findings incorporated in the Initial Study and the conclusion that
the project will not have a significant effect on the environment and direct staff
to file a Notice of Determination; and

9.2 "Trumble Road Open Pit Restoration Project" Grading Permit No. 22-019
Principal Planner Ryan Fowler provided a presentation. Chair LaDue opened the public
hearing at 6:47 PM. There were no public speakers regarding this item. Acting Assistant
City Clerk stated that the public hearing was legally noticed and there was one
correspondence received.
Chair LaDue closed the public hearing at 6:53 PM.
The Commission discussed the process for ensuring fill material is clean, process of soil
compaction, and site drainage.
ACTION
1. Adopted Resolution No. PC23-584 adopting a Mitigated Negative Declaration for
Grading Permit No. 22-019, based on the findings incorporated in the Initial
Study and the conclusion that the project will not have a significant effect on the

9.3 Development Code Amendment to Implement Housing Element Program Action 5
and Comply with State Law
Principal Planner Doug Darnell provided a presentation. Chair LaDue opened the public
hearing at 7:00 PM. There were no public speakers regarding this item. Acting Assistant
City Clerk stated that the public hearing was legally noticed and there were no
correspondences received.
Chair LaDue closed the public hearing at 7:01 PM.
ACTION
1. Recommended that the City Council find that the proposed Code Amendment,
Planning Case No. LR23-0017, is Exempt from environmental review under the
California Environmental Quality Act (CEQA) pursuant to Section 15061 (b)
(3) "Common Sense Exemption" and based on the City's previously certified 6th
cycle, 2021-2029 Housing Element Project Final Program Environmental Impact
Report; and
2. Adopted Resolution No. PC23-581 recommending that the City Council adopt
an Ordinance approving Planning Case No. LR23-0017, a City initiated Code
Amendment to amend the Development Code (Title 9 of the Menifee Municipal
Code) to add provisions to Chapter 9.130.030 for by -right review of residential
projects with a minimum of 20% of the units affordable to lower income
households and located on candidate sites identified in the current Housing
Element and used in a prior housing element as required to implement Housing
Element Program Action 5 and comply with State law.
