MEMORANDUM OF UNDERSTANDING

Concerning
PREPARATION OF FILM PERMIT PACKAGES FOR THE
CITY OF MENIFEE ON BOTH PUBLIC AND PRIVATE PROPERTIES
I. PURPOSE
This Memorandum of Understanding (MOU) provides for the development of a collaboration for
the coordination and cooperation between the City of Menifee (“CITY”) and the Inland Empire
Film Services (“IEFS”) in the preparation of film permit packages for marketing and filming on
public and private lands in within the jurisdiction of the CITY.
II. OBJECTIVE
The IEFS will initiate the film permit packages for filming in the CITY, in order to provide efficient
service to the film community.
III RESPONSIBILITIES
A. IEFS will:
1. Receive inquiries from potential permittees and provide general information
regarding the sites, the process, time frames and fees.

2. Provide film permits and instructions to members of the film industry when
requested, including sharing local lodging and restaurants in Menifee to use
when filming in the city.
3. Review incoming applications to ensure that they are complete, correct and
within the parameters for filming. Every effort will be made to make certain
that the application accurately reflects what the permittee intends to do in the
CITY.
4. Notify the appropriate CITY staff of pending applications, and include their
economic development department as a courtesy.
5. Prepare the documents necessary for the expeditious issuance of the film
permit and submit them to CITY staff for review and possible approval.
6. Provide information on forms of payment accepted by the CITY for all
appropriate fees from the film company or its agent. Such fees may include
rental, application, encroachments, public safety needs, monitoring and/or a
bond. If possible, all forms of fee payment shall be submitted to the CITY when
the permit is submitted for approval. At no time shall any fee be submitted to
CITY after issuance of the permit unless the company extends its permit or
other situations develop that warrant a rider being issued.
7. The IEFS may receive payment for film permit fees as necessary. The IEFS shall
be accountable for the form of payment proffered by the film company or its
agent for payment of fees associated with film permits until such times as they
are delivered to the CITY and a receipt is issued.
8. Once received from CITY staff, IEFS will forward the approved film permit to
the appropriate film company.
B. The CITY will:
1. Keep the IEFS staff abreast of any changes in the film permitting regulations,
policies, procedures and fees. Also, the CITY will inform IEFS of any staff
changes that will impact the processing of film permits as well as City Council
decision, land exchanges, or any other Governmental changes that might
impact filming within the CITY.
2. Conduct the necessary review and obtain the necessary signatures, if
appropriate. Every effort will be made to issue film permits within four (4)
business days, or sooner, after receiving a complete application package. For
the more complex proposals that include crashes, stunt driving, special effects
or use of aircraft may require additional processing time with the goal of
issuing a permit within Seven (7) full business days, or sooner.
3. Provide a copy of the executed and approved film permit to the IEFS for
issuance to the film company. If a permit is denied, the CITY will inform IEFS
of such decisions with an explanation of the reasons for the denial.

IV. ADMINISTRATION
A. The parties to this agreement shall meet, as needed, to discuss the process, procedures,
and any other pertinent issues regarding the preparation of film permit packages.
However, the parties agree to meet at least once a year to review the adequacy,
effectiveness, and continuing need of the Agreement. This can be accomplished via
conference or video call if both parties agree.
B. The terms of this agreement may be modified at any time as the initiative of either
party, following at least 30 days written notice to the other party. Any changes or
amendments to this Agreement are incorporated into and made part of this
Agreement as fully and effectively as if they were set forth herein in their entirety.
Such changes or amendments will be effective upon the signature of both parties.
C. This agreement may be terminated in writing, at any time, by either party, following
60 days written notice to the other party.
D. This agreement shall be for a three-year period commencing on October 19, 2022. The
agreement is renewable upon the timely request of either party. However, the current
authorization shall not exceed three years unless prior thereto, it is terminated or
modified with the terms set forth herein or with any applicable federal law or
regulation.
E. It is agreed that IEFS may charge an administrative per permit to be paid by the
production company. Other IEFS fees might be applied and charged to the Production
Company on a case-by-case basis, depending the complexity and needs of the permit.
All other fees collected on behalf of the CITY shall be submitted to the CITY in a
manner agreed upon between the IEFS and the CITY.
F. This Agreement authorizes IEFS staff to initiate the processing of film permits in the
CITY, but not to make other representations on behalf of or for the CITY without the
CITY’s consent.
G. This Agreement does not guarantee the CITY’s approval of any film permit.
H. This Agreement shall become effective upon the signature of both parties.

V. AUTHORIZATION
IN WITNESS WHEREOF, the undersigned agree that the terms of this Memorandum of
Understanding outline the process and responsibilities for each party in the preparation of
minimal impact film permits for productions within the City of Menifee.
