1. CALL TO ORDER
Mayor Zimmerman called the special meeting to order at 3:00 PM

4.1 Draft Comprehensive Cost of Services/User Fee Study
Assistant City Manger Rochelle Clayton introduced Financial Analyst
Jizelle Sandoval and consultant Khushboo lngle with Matrix Consulting Group, lnc.
Ms. Sandoval and Ms. lngle provided a presentation and reported on the schedule
for the meeting; purpose; process; timeline; methodology; analysis for proposed
fees; regulations; cost recovery considerations; staff analysis and
recommendations; development related fees policy; General Plan maintenance
fee; and technology surcharge fee.
The City Council inquired about the difference between market based fees and
service based fees; future increases; residential and non residential fees; City
policy developed through the process; enforcement of park rentals; fire costs;
building fees; planning fees; and under recovering of costs.
Ron Sullivan noted the report was well done and there could be improvements
made.

4, WORKSHOP
Director Nick Fidler, Community Development Director Cheryl Kitzerow, and City
Manager Armando Villa spoke on the streamlined process that was developed
during the pandemic; weekly meetings for project discussion; and recenttechnology improvements that had been implemented.
Councilmember Sobek stated her concern for increases and decreases based on
the Consumer Price lndex (CPl) and inquired about stakeholder meetings.

more appropriate to base increases/decreases to CPI with a cap of 4%. The CityCouncil provided consensus.
Councilmember Liesemeyer inquired about outreach to the HOA communities for
park rentals. Councilmember Sobek seconded the request.
ACTION
Reviewed and provided comments on the draft Comprehensive Cost of
Servicesiuser Fee Study and recommended submittal for a public hearing and
resolution approving the User Fee Update at the Septembet 21, 2022, City Council
Meeting.
