Mayor Zimmerman called closed session to order at 5:3'1 PM. Councilmembers
Karwin, Liesemeyer, Sobek, and Mayor Zimmerman were present. Mayor Pro Tem Deines was
absent. There were no public comments. The City Council adjourned to closed session for the
purpose below at 5:32 PM.

5.1 Citizen of the Month - Linda Denver
Mayor Zimmerman introduced the Citizen of the Month, Linda Denver- The City
Council commented on Ms. Denver's contributions and volunteer efforts in the City of
Menifee.
Riverside County Habitat Conservation Agency Award Presentation to the City
Mayor Zimmerman introduced Riverside County Habitat Conservation
Agency's Natural Resources Manager Harry Sandoval. Mr. Sandoval presented the
City Council with an award for their efforts on protecting the Stephen's kangaroo rat.
5.3 Wendy Preece Retirement Proclamation
Mayor Zimmerman introduced Deputy Finance Director Wendy Preece. The City
Council, City Manager Armando Villa, and Assistant City Manager Rochelle Clayton
thanked Ms. Preece for her years of service to the City.
6. AGENDA APPROVAL OR MODIFICATIONS
Acting City Clerk Stephanie Roseen stated staff was requesting to pull item no. 10.5 from
theagenda.
The agenda was approved unanimously (4-0-1, Deines absent) as modified.

Felix Gonzales stated his concerns regarding lane closures and safety concerns in the City.

ACTION
1. Adopted Resolution No. 22-1187 to establish Community Facilities District (CFD)
No. 2022-3, Legado, located to the northwest of Antelope Boulevard and
Chambers Avenue and south of Rouse Road, to authorize the levy of a special tax
to pay the costs of acquiring or constructing certain facilities, to pay debt service
on bonded indebtedness; and
2. Approved the form and authorize the City Manager to execute a reimbursement
agreement; and

Agreement with S. Groner Associates, lnc. for Education and Outreach Consultation
Services on Senate Bill 1383 Related Programs
ACTION
1. Approved and authorized the City Manager to execute a professional services
agreement with S. Groner Associates, lnc. for consultation services for Senate Bill
(SB) 1383 educational and outreach programs in an amount not{o-exceed
$79,954; and
2. Adopted Resolution No. 22-1189 carrying forward the SB 1383 local assistance
grant budget from fiscal Yeat 2021122 into the fiscal year 2022123 budgel
Agreement and Bid Award with Construction H, Inc. for the Lyle Marsh Permanent
Park Restroom Project
ACTIONt. Awarded bid and authorized the City Manager to execute a construction contract
with Construction H, lnc. for the Lyle Marsh Park Permanent Restroom Addition
Project, CIP 21-18 in the amount of$192,950; and
2. Adopted Resolution No. 22-1190 carrying forward the CIP 21-'18 Permanent
Park Restrooms Project budget from fiscal year 202112022 into the flscal year
202212023 budgel.
Subscription Services with Arctic Wolf, lnc. for Cybersecurity Event Log Aggregation,
Threat Detection and Response, Security Operations Center Services, and Additional
Licenses
ACTION
1. npproved and authorized the City Manager to issue a purchase order to SHI
lnternational Corp. in the amount of $1 17,836 47, including tax and delivery, forthe
purchase of cloud-based cybersecurity event log aggregation, threat detection
and response, and Security Operations Center services (SOC-as-a- Service); and
2. Authorized an additional amount nolto-exceed $5,000 for additional licenses
required to support City staff and server growth; and

10.13 Acceptance of Public lmprovements and Security Bond Reduction for Tract Map
37136, Rockport at Heritage Lakes, by Lennar Homes of California, lnc.
ACTION
1, Accepted the public improvements for streets/drainage, water system, and sewer
system for tract map 37136, Rockport at Heritage Lakes, located west ofBriggs
Road and north of McCall Boulevard; and
2. Approved the 90% bond reduction for the posted security improvements.

conneclivity forbike and walking trails in the rural sections of Menfiee. Councilmember
Karwin seconded the request.
