Mayor Zimmerman called the closed session meeting to order at 5:30 PM. Present were
Councilmembers Karwin, Sobek, Mayor Pro Tem Deines, and Mayor Zimmerman. There were no
public comments. The City Council recessed to closed session at 5:31 PM forthe purpose listed below.

5.2 Citizen of the Month - Steve Stump
Mayor Zimmerman introduced the Citizen of the Month Steve Stump and discussed his
volunteer efforts within the City.
5.3 Emergency Management Systems (EMS) Presentation
Menifee Fire Chief Lonny Olson introduced the item and representatives providing the
presentation. EMS Administrator Trevor Douville, EMS Bureau Battalion Chief Scott
Phillpbar, AMR Operations Manager Riverside Division David Olguin, and Riverside
County Fire Department Medical Doctor Zeke Foster provided the presentatton.
The City Council inquired about GPS technology; backup at hospitals and ambulance
transfer delays; and non-emergency calls.
Menifee Police Chief Ed Varso provided a presentation and provided the quarterly
update.
The City Council inquired about dedicated homeless liaison officer; alternate contact
method for homelessness; response times; domestic violence outreach; illegal signage;
and School Resource Officer (SRO) services.
5.5 Fire Department Quarterly Update
Menifee Fire Chief Lonny Olson provided a presentation and provided the quarterly
update.
The City Council inquired about the medic truck; response outside the City and mutual
aid; and recruitment.
5.6 Community Services Update
Community Services Manager Marlana Mitchell provided an overview on Parks Make
Life Better month and shared a short video. Ms. Mitchell provided a presentation and
provided the Community Services update.

Councilmember Karwin inquired about the inspections completed. Menifee Fire Marshal
Sonya Bu provided an overview of the inspection and Senate Bill 1205 requirements.

inspection ofcertain occupancies requiring annual inspections pursuant to section
13145, 13146, and 17921 of the California Healthand Safety Code.

10.4 California Enterprise Development Authority and Dividend Finance Property Assessed
Clean Energy Program for Commercial Properties
ACTION
'1. Adopted Resolution No. 22- 'l '175, to become an Associate Member of the California
EnterpriseDevelopment Authority (CEDA), and to authorize CEDA, through Dividend
Finance as Commercial Program Administrator, to offer its Commercial Pace
(C PACE) program and levy assessments within the City of Menifee; and
2. Approved and authorized the City Manager, or his designee, to execute the associate
membership agreement with CEDA; and
3. Approved and authorized the City Manager, or his designee, to execute the

within Community Facilities District (CFD) 2017 1 (Maintenance Services) Tax Zone

for city wide document scanning consulting services in a not to exceed amount of
$175,000.
Memorandum of Understanding Amendment with the County of Riverside for the
Post Release Accountability and Compliance Team
ACTIONt. npproveO and authorized the City Manager to execute Amendment No. 1 of the
Memorandum of Understanding (MOU)with the County of Riverside, on behalf of its
Probation Department and Post Release Accountability and Compliance Team
(PACT) for Public Safety Realignment to include the replacement of an Officer for a
Sergeant in Cathedral City.

10.14 Bid Award and Agreement with JCOS Development, lnc. for Construction Services for
Fire Station No. 68 lnterior lmprovement Project
Councilmember Karwin and Councilmember Sobek inquired about the increased budget
request and available funding; and engineer's estimate and bid timing. Public Works
Director Nick Fidler provided an explanation on the estimation process, increased costs,
and funding availability.
ACTION
1. Awarded bid and authorized the City Manager to execute an owner contractor
agreement with JCOS Development, lnc. to perform construction services for the
Fire Station No. 68 interior improvement project, Capital lmprovement Project No.
ClP21 03, in the amount of $762,000; and
2. Adopted Resolution Nos. 22-1 179 and 22-1180, carrying forward CIP 21 03 Fire
Station No. 68 interior improvement project budget from fiscal year 202112022 inlo
the fiscal year 202212023 budget and appropriating $329,429 from the American
Rescue Plan funds into the grant fund (Fund 301).

10.16 Replacement Security lmprovement Bond and Agreement for Parcel Map 36657,

ACTION
1. Approved and authorized the City Manager to execute the replacement
improvement agreement for the placement of survey monuments with Pulte Home
Company, LLC., associated with Parcel Map 36657, located south of Mclaughlin
Road and east of Goetz Road, and
2. Approved the full release of the existing survey monument improvement bond with
Cimarron Ridge, LLC.
10.17 Paloma Wash Trail Project Notice of Completion and Acceptance
ACTION
1. Accepted the improvements for Capital lmprovement Project (ClP) No. 20 04:
Paloma Wash Trail Project, located west of lnterstate 215 and south of NewportRoad
near the intersection of Newport Road and Haun Road; and
2. Authorized the City Clerk Department to file the Notice of Completion with the
Riverside County Recorder's Office.

for county services areas in the City.
The City Council inquired about previous years assessments.

Roseen stated the public hearing was legally noticed and there was no
correspondence or public comments received. Mayor Zimmerman closed the public
hearing at 8:23 PM.
