CALL TO ORDER Mayor Zimmerman called the special meeting to order at 3:10 PM ROLL CALL PLEDGE OF ALLEGIANCE Planning Commissioner Benjamin Diederich led the flag salute WORKSHOP 4.1 Fiscal Year 202212023 Budget Workshop City Manager Armando Villa introduced the item and staff members from the Finance Department; Assistant City Manager Rochelle Clayton, Chief Financial Officer Regina Funderburk, and Financial Services Manager Margarita Cornejo. Ms. Cornejo provided a presentation and reported on the overview of a municipal budget; summary of the proposed budget; Five-year Strategic Plan and category requests; annual budget process; budget components; budget timeline; economic outlook; revenue projections and analysis; operating budget expenses; personnel, Quality of Life Measure DD; revenues and expenditures; general fund and Measure DD revenues; operating budget expenses; Capital lmprovement Program; Citywide budget overview; American Rescue Plan (ARP) proposed expenditures; and the recommended action. CalFire Division Chief Lonny Olson reported on the personnel requested in the proposed budget. The City Council asked questions of staff regarding qualifications, staffing location, and hours of work of the proposed EMS Specialist; recruitment process for the fire May 4,2022 Page I of 2 3. 4. Councilmember Liesemeyer requested an addition of an additional Code Enforcement Officer. Menifee Police Chief Pat Walsh reported on Code Enforcement Department innovation and recommended keeping the proposed staffing for fiscal yeat 2O22l2O23 5.
