PRESENTATIONS 5.1 Outstanding Citizen of the Month - Betti Cadmus The City Council introduced Betti Cadmus and presented her with the Outstanding Citizen of the Month certificate. The City Council spoke on her accomplishments and contributions in the City and congratulated her on her retirement from the school district. Ms. Cadmus thanked the City Council. 5.2 Older Americans Month Proclamation Mayor Zimmerman introduced Senior Advisory Committee Member Chair Gloria Sanchez and the Senior Advisory Committee Members. Ms. Sanchez introduced World War ll Veteran Bill Cormier and thanked the City for their recognition. 5.3 Public Works Week Proclamation 5.4 Economic Development Week Proclamation 5.5 Building & Safety Month Proclamation Mayor Zimmerman acknowledged the Public Works, Economic Development, and Building and Safety Departments for their work in the City. Adopted Resolution No. 22-1142, authorizing an increase in revenue and appropriation of expenditures in the amount of $22,273 to a project account as assigned by the Finance Department; and 4. Adopted Ordinance No. 2022-339, establishing rules for the Menifee Police Department's Acquisition and use of Military Equipment. Second Reading and Adoption of Ordinance to Levy Special Taxes Community Facilities District No.2017 1, Annexation No. '12 (Legado) ACTION 1. Adopted Ordinance No. 2022-340, amending Ordinance No. 17231 and levying special taxes to be collected during Fiscal Year 2022 23 to pay the annual costs of the maintenance and servicing of streetlights, parks, parkways, streets, roads, and open space, the operation and maintenance of storm drainage systems, a reserve fund for capital replacement, and administrative expenses with respect to City of Menifee Community Facilities District No. 2017 1 (Maintenance Services), Annexation No. 12, Legado for BLC Fleming, LLC. 10.7 Agreement Amendment for Holland Road Overpass Councilmember Sobek requested a report from staff. Public Works Director Nick Fidler provided a presentation and reported on the background; location; proposed recycled water line alignment; and project schedule. The City Council inquired about the project timeline, availability of reimbursement from the water district, recycled water availability on the east. ACTION 1. Authorized the City Manager to execute Amendment No. 5 to the Professional Services Agreement with T.Y.Lin lnternational to conduct Professional Design Services for Holland Road Overpass, Capital lmprovement Project No. ClP13 03, in the amount not to exceed of $77,390. Approved and authorized the City Manager to execute amendment No. 6 to the Professional Services Agreement with NV5 for Bradley Road Bridge over Salt Creek, Capital lmprovement Project No. ClP13 04, in the not to exceed amount of $304,248 and extending the term of services through June 30,2026. 10.10 Acceptance ofthe Fiscal Year 2022 23 Sustainable Transportation Planning Grant Funds ACTION 'l . Accepted Fiscal Year 2022 23 California Department of Transportation (Caltrans) Sustainable Transportation Planning Grant funds for the City of Menifee Complete Streets Plan; and 2. Adopted Resolution Nos.22-1 145 and 22-1146, appropriating $221,325 in revenue and expenditures forthe City of Menifee Complete Streets Plan from the Grant Fund (301) into accounts designated by the Finance Department and appropriating the local match of $28,675 into expenditures from the General Fund (100) into accounts designated by the Finance Department; and 3. Authorized the City Manager or their designee to execute all necessary agreements and other grant related documents required to receive the Sustainable Transportation Planning Grant funds for the approved Complete Streets Plan. 10.11 Construction Zone Enhanced Enforcement Program Agreement for Holland Road Overpass ACTION '1. Adopted Resolution No. 22-1147 , authorizing the City Manager to execute a Construction Zone Enhanced Enforcement Program (COZEEP) Agreement with the State of California, California Highway Patrol for the Holland Road Overpass Project, Capital lmprovement Poect No. ClP13 03 in the amount not to exceed of $45,264. ACTION 1. Approved and authorized the City Manager to execute a no costjoint use agreement for public, educational and governmental (PEG) programming between the City of Menifee and Mt. San Jacinto Community College District through April 30, 2023. 11. PUBLIC HEARING ITEMS 11.1 Fiscal Year 2022 2027 Consolidated Plan, Analysis of lmpediments to Fair Housing and Draft Fiscal Yeat 2022 2023 Annual Action Plan Associated with the Community Development Block Grant Program Senior Management Analyst Edna Lebron introduced the items and noted the staff memo provided to the City Council. Ms. Lebron provided a presentation and reported on the Community Development Block Grant (CDBG) overview, 2022 2027 Menifee consolidated plan; Annual Action Plan; funding breakdown; project location; and staff recommendation. Mayor Zimmerman opened the public hearing at 6:58 PM. Acting City Clerk Stephanie Roseen stated the public hearing was legally noticed and there had been no correspondence received. Jamie McNees thanked the Michelle's Place. City Council for their consideration of funding for Dawn Smith thanked the City Council and the Menifee Citizens Advisory Co m m ittee (M CAC ) on behalf of Menifee Valley Community Cupboard for their consideration of funding. Adopted Resolution No. 22-1148, approving and authorizing staff to submit the 2022 2027 Consolidated Plan, Analysis of lmpediments to Fair Housing Choice 2022 2027, and the draft Fiscal Year 2022 23 Annual Action Plan for the City's Community Development Block Grant Program; and 2. Authorized the City Manager, or his designee to execute the grant agreements prepared by the U.S. Department of Housing and Urban Development and related materials for the Community Development Block Grant; and 3. Authorized the appropriation of funds for City departments receiving funding to the appropriate accounts established by the Finance Department as identified in the U.S. Department of Housing and Urban Development Annual Action Plan 2022 2023. DISCUSSION ITEMS 12.1 Strategic Visioning Plan Update Senior Management Analyst Rebekah Kramer introduced the item, provided a presentation, and reported on the 2018-2023 strategic plan; the 2022 implementation plan update and status; and next steps. Mayor Zimmerman inquired about timing for the next five-year plan and requested staff conduct public outreach. ACTION 1 . Approved updated City Council Strategic Visioning Plan with any noted revisions l\,lenifee Mayor and City Council Councilmember Sobek requested staff develop a long- term plan and commented on the importance. The City Council inquired about what schools would be serviced; purpose of indemnification; School Board approval; SRO time off schedule; vehicle usage; contract length; number of officers; and coordination with Riverside County sheriffs. Councilmember Karwin requested amending the agreement to name the participating high schools and amend the language for the indemnification section. Ms. Moe-Luna provided an overview of the Menifee specialized Transit Project Mr. Brooks provided a presentation and reported on the study process; existing services; about the respondents; about mobility; recommended solutions; mobility management; on demand trip subsidy program; senior center/shopping shuttle; and next steps. The City Council inquired about implementation costs; program start up timeline; consideration of a senior; two-year evaluation; and City staff involvement. ACTION 1. Directed staff to create a pilot program to bring back for City Council approval and provided consensus to move foMard with the Care-A-Van partnership option.
