Mayor Zimmerman called the meeting to order at 6:00 PM.

5.1 Citizen of the Month - Fabio Conti
City Council recognized Fabio Conti as Citizen of the Month nominated by
Councilmember Liesemeyer.
5.2 Business Spotlight - Cal True Value
Economic Development Director Gina Gonzalez presented the April Business
Spotlight to Cal True Value who could not be present but is grateful for the
recognition.
5.3 Community Services Update
Community Services Supervisor Cynthia Morquecho provided an update on
Community Services programs including Teen Awards, senior programs, Healthy
Menifee Programs, Wellness collaborative and past and upcoming special events.

Councilmember Sobek commented on the You Matter Collaboration and stated she
would be interested in establishing an Ad Hoc Committee.
5.4 Quaderly Police Department Report
Menifee Police Chief Pat Walsh provided a presentation and reported on the quarterly
report including information on number of calls for service; response times; arrests;
traffic collisions/citations; and crimes against persons/property/society.
Police Captain David Gutierrez reported on code enforcement; the Homelessi Housing
Opportunities, Partnership and Education (HHOPE) Program; and the Community
Behavioral Health Assessment Team (CBAT).
The City Council inquired about occupation of the Sun City substation, homeless
outreach reporting within the Menifee app, advice for target hardening, code
enforcement complaints, false alarm responses, and citation process.

1. Ratified and approved the Voucher List dated 0312512022 and the Payroll
Register/Other EFT's dated 311712022,311812022, and 312212122which have atotal
budgetary impact of $5,722 ,935.42.
10.3 Monthly Public Safety Reports
Councilmember Sobek requested a report from the Fire Department on call
times, recruitment of staff, availability of ambulance services. Chief Lonny Olson
provided a report.

10.4 Sandals Church Lease Extension
ACTION
Approved and authorized the City Managerto execute a one year extension on the
current lease agreement with Sandals Church covering the period of April30,2022
through April 30, 2023 for the lease of the Kay Ceniceros Campus.
10.5 Aztec Janitorial Services Agreement
ACTION
1. Approved and authorized the City Manager to execute a Maintenance Services
Agreement with Aztec Janitorial Services to provide janitorial services at variousCity
facifities in the amount of $35,193.21 for the remainder of fiscal year 202112022;
and
2. Authorized the City Manager to execute three additional one year amendments for
annual services, at the City's discretion, and contingent on availability of the
corresponding budget.
10.6 Agreement with Wallace & Associates for Fire Station No. 5
ACTION
Awarded bid and aulhorized the City Manager to execute a Professional Services
Agreement with Wallace & Associates to complete construction management
services for Fire Station No. 5, Capital lmprovement Project No. ClP21 04, in the
amount not to exceed of $425,064.
10.7 Asset Forfeiture Appropriation of Funds
Menifee Police Lieutenant Denise Keith provided a presentation and repo(ed on
information regarding Crime Stoppers program and future funding. Tony LoPiccolo
provided additional information on contacts, fundraising efforts, and creation of non
profit for regional fundraising.

1 . Approved Resolution No. 22-1 138, authorizing the Menifee Police Department to
appropriate asset forfeiture funds in the amount of $9,500.

10.8 Fiscal Year 2021 122 Mid Yeat Police Department Fleet Vehicles Purchase
ACTION
1. Approved the purchase of twelve vehicles from the State of California Contract
Vendor Wondries/National Auto Fleet Group and BMW of Riverside based on the
attached quotes for a not to exceed amount of $803,352 including tax, delivery, and
using the fund account number '1 '15 491 I 53155; and
2. Allowed the purchase to be made under the cooperative purchasing (piggyback)
agreement as permitted under the Menifee Municipal Code Section 3.12.070 (6)with
Sourcewell Contract No. 120716 NAF, thereby exempting the purchase under the
competitive bidding process; and
3. Authorized the City Manager to execute the required documents and approve any
future change orders due to limited availability, or unavailability of vehicles.
10.9 Quitclaim Deeds for Storm Drainage Easements for, Skyview (formally Oak Hills)
ACTION
'l . Approved quitclaim deed of easement for a portion of lot 45 in Tract 28859, located
on Capella Court, west of Ganymede Way, to Riverside County Flood Control and
Water Conservation District for storm drain and flood controlpurposes; and
2. Approved quitclaim deedof easementfora portion of lol22 in Tract 28920, located
on Boulder Crest Way, north of Ridgemoor Road, to Riverside County Flood Control
and Water Conservation District for storm drain and flood controlpurposes.
11, PUBLIC HEARING ITEMS
11.1 Annexation No. 12 to Community Facilities District 2017 1, Legado by BLC Fleming,
LLC
City Manager Armando Villa introduced Shane Spicer with Spicer Consulting. Mr.
Spicer provided a presentatron and reported on Community Facilities District 20171
Annexation request.
Mayor Zimmerman opened the public hearing al 7:24 PM. Clerk Mariana
Mitchell stated the public hearing was legally noticed and there had been
n o correspondence received.

Economic Development Director Gina Gonzalez provided a presentation and reported
on the operating incentive agreement with Savage Chef Co. and the variousterms
associated with the agreement.
Chefs Dylan and Mario introduced themselves and provided additional information on
their future project.

public hearing was legally noticed and there were no public comments or mnespondence

11.2 Economic Development Operating lncentive Agreement with Savage Chef and Co.
The City Council thanked the Chefs for bringing their company to Menifee and inquired
about the start up costs, meal prep program, and anticipated opening.

12. DTSCUSSTON TTEMS
12.1 Mobile Home Rent Stabilization
Management Analyst Molly Binnall provided a presentalion and reported on Riverside
County Ordinance N0. 760; Menifee mobile home parks: ordinance discussion topics;
annual rent increase allowances; operating expenses; petitioning process;
administration; exemptions; and the proposed ordinance.
The City Council inquired about updates to the Riverside County ordinance since 2008;
new state provision; and option for memorandum of understanding with Riverside
County and the California Department of Housing and Community Development
(HcD).
Sun Meadows Property Manager Jonathan Saul provided a background on his property
and offered his assistance.
Ms. Miller spoke in favor of mobile home parks
Western Manufactured Housing Communities Association (WMA) representative Julie
Paule noted she had sent a letter to the City Council and she had been involved with
the creation of the initial ordinance. She offered her assistance moving forward.
Bill Seaton, Sun Meadows resident and Zone D Vice President of the Golden State
Manufactured-home Owners League (GSMOL), stated two items he would like to see
added within the ordinance; rent cap and rent review process.
Sun lvleadows resident Jonell Hart stated concerns regarding increases in rent

Cathy Growcock spoke in favor of maintaining rent stabilization.
Sun Meadows resident Nancy Burges noted the average rent and the average social
security income.

The City Council inquired about establishing a board within the City or an memorandum
of understanding (MOU) with the County of Riverside (County); operating expenses;
maintenance and improvements fees; and surrounding cities.
Councilmember Karwin expressed his concerns with he option of an MOU and the loss
of control at the city level.
Planning Manager Orlando Hernandez stated staff could come back and present
additional analysis on from other agencies. Mayor Pro Tem Deines requested a
potential structure for the City and cost analysis on administration.
The City Council inquired if the Planning Commission could be the review board or if
they would need to be citizens. City Manager Armando Villa stated staff would conduct
more public workshops and outreach.

Councilmember Karwin requested the Parks, Recreation, and Trails Commission review
posting park proclamations at the parks. Councilmember Sobek seconded the request.
Councilmember Sobek requested a discussion item regarding the "You Matte/'
Collaboration and a discussion item regarding the City's graffiti ordinance.
Councilmember Liesemeyer seconded the requests.
