2021-11-17 City Council Item No. 11.4 Utility Box Art Policy Presentation Regular MEETING - Additional Meeting MaterialsUtility Box Art Policy November 17, 2021 City Council Discussion Item 12.2 Office of the City Manager 1 •September 20, 2017 -Council requested that staff deliberate the placement of art on utility boxes within the City •April 18, 2018 -Council discussed the goal of the program and recommended that the Arts Council Menifee research and review a Utility Box Art Program •Staff reviewed previous discussions between City Council and staff and discussed the history withy the Arts Council Menifee Background 2 •The goal of the Utility Box Art Program is to add visual interest to Menifee, deter graffiti, beautify the City and contribute to the vitality of the street’s businesses and residences, as well as the surrounding neighborhoods. •Additionally, the Program is intended to transform city-owned traffic signal boxes into distinctive works of art, which not only creates a more vibrant and attractive cityscape but promotes and engages artistry in the community. Goal & Purpose 3 City Manager’s Office (CMO) Responsibilities 4 •Artist Submissions •Communication w/Artists or Agencies •Auditing & Evaluating Art Displays •Press Releases & Social Media Content •Coordination w/Public Works Dept. Utility Boxes 5 •Vary by Size •Vinyl Wrap •Locations throughout City Display Period 6 •Up to 3 Years •Periodic Evaluation to Determine Condition •Notification to Artist if Artwork is Removed Artist Requirements 7 •Menifee Resident Preference (not a requirement) •May be Amateur or Professional Status •Must enter into an Agreement w/City or Agency Artwork Requirements 8 •High-Reso Photographs •Suitable Content •Copyrighted or Trademarked Images –Not Permitted •Must Portray City Culture/Community/Theme •Photograph/Artwork May Include Artist Name •City May Decline Artwork Maintenance 9 •Vandalism or Damage to Art Display: •The Public Works Department and/or vinyl vendor will endeavor to follow the cleaning or maintenance instructions provided by the artists or manufacturer of the vinyl or other medium on which the artwork in printed or created •Public Works Work Orders As Needed Review & Selection 10 •Online Platform for Submissions •Focus Group Selected by CMO •60 Calendar Days for Artwork Installation Once Selected •CMO –Press Release, Social Media Content, Council Meeting Presentation (when possible) for Selected Artists/Artwork Fiscal Impact 11 •CMO Budget (Special Dept.
