2021-11-03 City Council Item No. 12.3 Employment Agreements and Benefits for City Department Directors and Deputy Directors Regular MEETING - Additional Meeting MaterialsEmployment Agreements and Benefits for City Department Directors and Deputy Directors November 3, 2021 City Council Discussion Item 12.3 Office of the City Manager 1 •The City continues to rapidly expand both in population (105,000) and associated development •This has resulted in the expansion in public services and nearly quadrupled the city’s workforce in the last 5 years –this trend will continue over the next 5 years •With this growth, the practice of attracting and retaining top level executive talent is critical to the success of the City •Providing clearly defined benefits and executive contracts is common in California and used to be competitive in the workplace Background 2 •Executive employment contracts that clearly define employer-employee relationship •No salary modifications •Resolution outlining and modifying benefits Request 3 Benefits Summary 4 Compliance with Government Code Section 54953(c)(3): “Prior to taking action on Executive employee compensation, the Council is required by law to orally report a summary of the recommendation for a final action on the salaries, salary schedules or compensation paid in the form of fringe benefits of executive employees during the meeting in which final action is to be taken.” Recommended Actions 5 •Approve Form of Employment Agreements for Executive Level Positions such as Department Directors and Deputy Directors; •Approve a Resolution Authorizing the benefits for Executive Employees; and •Authorize the City Manager to execute Employment Agreements with current and future Assistant City Managers, Police Chiefs, Chief Officers, Department Directors, and Deputy Department Directors Additional Questions?
