•City Council declared a public health emergency on March 18, 2020 (Resolution
20-869)
•City Manager designated as Director of Emergency Services and authorized to
implement a City Hall Staffing Plan consistent with Federal, state, and local
rules and guidelines
•City Hall reopened to the public on June 22, 2020
•On July 13, 2020 City Hall transitioned back to virtual city hall services
•offering enhanced online services-virtual, over-the-phone, electronic or by mail
•closed to the public due to the high rise in COVID-19 cases

•City Hall is open virtually, however not to in-person services
•Community Services facilities are not open to the public
•Parks and open spaces are available for public use
•Trails, walking paths, public restrooms•Youth sports guidelines implemented 9/1/20
•Field allocation to leagues for practices only
•Contract class youth sports resuming outdoor instruction•Virtual programs both free and for a fee currently offered
•Senior meal program daily drive thru only

•Statewide Public Health Officer Order of August 28, 2020 provided an updated
framework for reopening
•The State Plan relies on a set of four Tiers, with each Tier permitting a broader range
of reopening
•Every county in California is assigned to a tier based on its test positivity and
adjusted case rate
•The County of Riverside and the City of Menifee are in the Widespread Tier 1, or the
Purple and most restrictive tier
•Allows for limited sectors to open, all with restrictions and/or modifications
•The tier status became effective on August 31, 2020

•For the County of Riverside to move to Tier 2 (Red),the Adjusted Case Rate must beseven(7)or lower,and the Testing Positivity Rate must be eight (8)percent or lower
•The initial numbers as of the week ending August 18,2020,Riverside County’sAdjustedCaseRatewas10.4,and the Testing Positivity Rate was 8.6 percent
•The most recent numbers reported on September 15,2020 (for 8/30/20 to 9/5/20)show an Adjusted Case Rate was 6.7,and the Testing Positivity Rate was 6.4 percent,which could move Riverside County into the Red Tier 2 if the numbers remain thiswayforanothertwoweeks

Other Agencies Reopening

•The State of California identified that government agencies in
Riverside County can “open with modifications”
•The County and a few other local agencies announced that they
would be reopening
•The County’s website for instance states that they will reopen,
however in-person services will be limited and may require an
appointment
•Continue Full Interactive Virtual Operations -City Facilities Remain Closed
•If the City Council determines that currently it is not safe for the public or
employees to reopen city facilities
•All operations can continue via the City’s 100% virtual operations
•The City has in place the necessary capabilities for:
•enhanced online services -virtually,
•over-the-phone,
•electronically or by mail

•Limited hours Monday through Thursday, closed Friday to in-person services (open virtually)

•Face coverings, social distancing, questionnaire on COVID symptoms or fever; use of
sanitizer upon entering building (at reception)
•Strongly encourage virtual appointments/meetings
•Staffing at City Hall at 50% onsite / 50% working remotely

•Possible substantial impact to employee availability and service delivery, if multiple City
personnel contract COVID and need to be quarantined
