11.1. Appeal No. PLN20-0159—Appeal of the Approval; And, Appeal PLN20-0169—Condition of
Approval of “Haun and Holland Mixed Use Center” Tentative ParcelMap No.37121 (Planning Application
No. 2016-135)RECOMMENDED ACTION
1. Conduct a public hearing; and
2. Adopt a Resolution rescinding the Planning Commission Resolution No. PC20-514
for the adoption of the Initial Study and Mitigated Negative Declaration and the
Planning Commission Resolution No. PC20-515 approving Tentative Parcel Map
No. 2016-185 (Pm 37121) and declaring the appeals of those Planning
On Item 11.1 of the Public Hearing Does it take an election to throw some favors to
the Public who have had enough of the Overdevelopment of Menifee in hopes of reelection. This
rescination does not cover a Wealth of sins. There have been thousands of houses passed during
COVID when the citizens were grappling with inability to attend Planning Commission and City Council
Meetings. People had plenty of misnomers attempting to email if they even knew how to e-mail their
complaints to the City. Of the hundreds of hundreds of people who were informed of MSJC Stadium
and Legado, a 1000 homes on McCall and Encanto so few had any comprehension of where to email
Public Comments.
We totally support the rescination of the approval by the Planning Comission of a glaring Nature
Covering, water guzzling with the rumor of Car Dealerships and more Gas Stations overlooking I-215
and sacrificing one of last fields on Haun Road or in Menifee at all. Every town around you has Car
Dealerships, Menifee doesn't need to build something that is going to out compete other businesses
into an empty building and Parking lot of Visual Blight and mischievious after hours vandalism.
If this developer comes back after the election with an appeal of the appeal PLN20-0169, then,
let it be said this was for theatre and appeasing the Enough is Enough!!! Citizens in Menifee who must
realize that 5,000 people to 100,000 Tract Houses and apartments is way beyond Too High of Density.
Where are our farms??? Where is the Country??? Menifee is unrecognizable. The Citizens that
want this, just want Orange County East which was Sun City. They want to have everything they had in
the City and rezone it in Riverside County to look like what they left, thinking they won't have the
pollution, crime, traffic, low water pressure, impersonal treatment of the neighbors.
I have seen unattractive Visually destroying Car Dealerships like Honda, Elsinore, Audi Temecula, Car
Max, Murrieta, however, the thought of gas stations and another Strip Mall on Haun is way too Citified
to retain any Rural Atmopshere and if people don't like it, then, the Road back to what they want is
open. This is the attempt to bring in enough fill to bring up 37 acres to keep 5 to 7 acre parcels
from becoming an eroision problem should we be Blessed with more rain. This parcel is oBviously a
Flood Absorption Icon known thru out Riverside County in the Flood Control Circles of Preservation.
Grading this land will add more pollution to the worse air in Menifee. Large trucks will constantly be
coming into the area to deliver whatever is being sold in these in the stores or Dealerships.
Menifee must think more Regionally when considering allowing any project to get this far in the
permission process. Are there too many Car Dealerships in the area? Is there enough Open Fields
left to rest the mind when traveling thru this town? Will there be too much truck transport traffic
adversely affecting the Newport and Haun area? Will there be even more noise in the noisiest area of
Menifee?
The likelyhood of more traffic accidents is greatly increased from this steady stream of trucks and cars.
The HEalth and Safety of Meniefians is in jeopardy with this Commercial Project. People must drive thru
and breathe decreased Air Quality in a dangeours influx of more vehicles. Do you see the accident in
July which left all passengers and drivers either sitting on the corner in the heat or in the ambulances at
Newport and Haun on a Sunday Morning.
We, Stand by your decision to rescind this decision by the Planning Comission.
