What is an Armored Rescue Vehicle?
•An armored vehicle for high
risk operations
•Citizen rescue / evacuation
vehicle during emergencies
•Mobile shield for personnel /
officer rescues
•Provides greater protection
to officers during high risk
search warrants
•Gets officers and medical personnel into the “hot zone”
•Gets citizens and/or victims out of the “hot zone” (Evacuations)
•Armored protection for officers and other personnel
•Can provide an opportunity for negotiations and less-lethal options
•Natural disaster response
Why is it Necessary?
•Homicide where suspect was still armed with a
rifle and refused to come out of house
•Felony suspect with access to weapons
barricaded himself for an extended period
•Responded to a few calls involving reports of
shots fired
MPD First Two Months
•28 incidents in 16 states
•247 casualties (excluding the shooter) –97 killed and 150 wounded
•2 LE officers killed
•15 LE officers wounded
•12 met “mass killing” definition (3 or more killings in 1 incident)
•11 incidents where LE engaged to shooter
•30 shooters; 29 male, 1 female
•4 wore body armor, 5 committed suicide, 9 killed by police, 1 killed by a citizen, and 15 apprehended by LE

•Responsible for approximately 113 square miles. A lot of rural areas and large parcels
•Serve just under 300,000 residents
•Readily available for Menifee PD if needed for something less than a SWAT callout
•Ability to handle an event occurring on a large parcel where multiple BearCats would increase officer safety

•Refurbished with new engine, new suspension, new tires, new steering, new ballistic glass, new interior and exterior paint, new air conditioning.

•Expected lifespan of at least 10 years•Low ongoing maintenance costs•Able to get much sooner than a new BearCat
•A new Lenco BearCat would be approximately $338,617
