The Brown Act
City Clerk, Mayor and Council:
Does the Brown Act apply to the City Attorney?
If so, the City Attorney seemed clearly in violation
at the July 1, 2020 City Council Meeting
during Public Comments…
Additionally, wouldn’t it be a violation for a Councilmember
to circumvent the Brown Act, by using a shill?
As you know, it is the City Clerk’s responsibility to report violations.

Furthermore, it was a disgrace that Mr. Melching made false accusations
against one of the public commenters.
Mr. Melching falsely claimed that a commenter made
“personal attacks on individual councilmembers”…
All of the Councilmembers knew that Mr. Melching was lying.
Nevertheless, not one of them would stand up for righteousness.

The Mayor is responsible for maintaining the order and decorum of meetings.
That is why I send a copy of my comments to the Mayor well‐in‐advance of the meetings.
That way, the Mayor can look for decorum infractions.
Seeing None, my comments are good‐to‐go…
The City Attorney has no business getting involved with matters of decorum.

It is inappropriate for the City Attorney to question the Mayor’s decisions.
And, it is out‐of‐line for the City Attorney to attempt to override the Mayor.
But that is exactly what happened when Mr. Melching claimed that some public comments
were “outside of our Decorum Policy and frankly not appropriate”
Mr. Melching is the last person on Earth who should be lecturing anyone on decorum.
The City Attorney interrupted, confronted, and badgered a public speaker
at the Feb 4, 2015 council meeting…… Greg August and Matt Liesemeyer were there...
