2020-06-17 City Council Item No. 12.4 Measure DD Ballet Measures Presentation Regular MEETING - Additional Meeting MaterialsMeasure DD Ballot Measures •Council received a staff report on May 6, 2020 that a Measure DD repeal measure had qualified for the November 2020 ballot •May 14, 2020, staff presented a Measure DD repeal impact report identifying the impacts to the City and to critical services, and noting a projected loss of over: •$11,000,000 annually, •$56,400,000 over the next five years Background 2 Fiscal Impact •5 Year Measure DD Revenue Projection $56.4M PD $25.4M Fire $19.7M CIP $11.3M 3 Impact Report •The following service cuts were outlined: •31 fewer patrol officers •Possible closure of Sun City Police Department Sub-station •Severe reduction in local firefighting staffing affecting 15 positions •Loss of two medical truck units •Possible closure of one of the City’s four (4) fire stations •Cancellation/delay of road safety and traffic improvement projects •Code Enforcement cuts efforts, blight reduction/addressing illegal dumping •Reduced and limited programs for youth and senior services •Broad cuts in service on top of COVID-19 crises budget reductions 4 Community Outreach 5 •From recent community outreach to residents, several themes emerged: •Emergency Preparedness/COVID-19 Response –health and safety of residents is a top priority •Police and Fire is also a priority –80% of Measure DD Funding programed for Public Safety •Road Safety Projects –Improve Safety and reduce congestion •Voters Have Spoken and Local Control –67% approval in 2016 Community Outreach 6 •An additional concern came to light: •The repeal measure is causing significant confusion among residents •Many residents would like to see Measure DD funding for public safety and road projects continue, but are not clear that the repeal measure would terminate this funding Ballot Measure Option •Measure DD Affirmation Measure •An affirmation measure would be the best way to give residents a clear option •City could provide factual and educational information to residents regarding Measure DD to help avoid any confusion •Opportunity for residents to fully understand what they are voting for 7 Council Options 8 •Direct staff to prepare all materials necessary for a Measure DD affirmation measure and language, and to bring the item back for Council’s review and consideration at the July 1, 2020 City Council meeting •Do not take any further action and let the repeal measure be the only Measure DD item on the November ballot Questions?
