Good evening Mr. Mayor and Honorable Members of the City Council,
I appreciate the opportunity to submit comments on the Legado Specific Plan, formerly known as Fleming Ranch Specific
Plan.
I am familiar with this project and have been following the progress since its origination in 2005. Now, after several
revisions and updates, the Legado Specific Plan has been designed in a way that truly captures that "Sense of Place"
which gives Menifee its special and unique identity. Legado is a project that incorporates the needs of present and
future residents that I believe will truly enhance the northern quadrant of our city.
$23 Million in public benefits for roads, parks, water quality & drainage infrastructure, enhanced paseos, outdoor
gathering areas, health & wellness walking trails and the historic markers honoring route 395 all brings together a vision
of smart growth and a new benchmark for an enriched community life that encourages creativity and wellness. The City
Planning Director and staff deserve recognition for their work to diligently find creative solutions to infrastructure, water
quality, and art in public spaces that created a project that maintains high‐standards and adds valuable amenities all
while complimenting the existing neighborhoods.
The Public Community Center concept is one of the most important features. As a long‐time community leader and
former City Councilmember, I know first‐hand that the absence of community facilities has been an unmet need in
our city for decades. This element of the project is desirable benefit that can provide space to conduct meetings, store
equipment and hold small community events that will be greatly appreciated by the following organizations:
Menifee Valley Community Cupboard
Boys & Girls Club of Menifee Valley
Arts Council of Menifee
Rotary Club of Menifee
Menifee Valley Historic Society and
VFW Post #1956
All these groups provide leadership and programs. They are dedicated individuals that work in concert with our city to
meet the growing needs of our youth, seniors and businesses. Opportunities such as this are RARE. The applicant has

done an exemplary job in reaching out to the stakeholders in the community to understand the needs and provide this
unique amenity.
The level of detail and the design elements of the project are impressive. As an infill project, it was a complex task to add
the needed infrastructure and provide the commercial and housing opportunities. The applicant, Newport Pacific Land
Group rose to the challenge and brought a "Legacy Project" to our city. For these reasons I am in support of the Legado
Specific Plan.
Thank you for the opportunity to comment on this important project. I urge you to support staff's recommendations.
