• GOOD EVENING MAYOR ZIMMERMAN, COUNCIL MEMBERS, LADIES AND GENTLEMEN.
• MY NAME IS PAULA KEMP, I AM A NAVY VETERAN AND I AM ALSO THE FOUNDER AND PRESIDENT OF VETERAN
SISTERS. WE ARE A 501c3 NON‐PROFIT ORGANIZATION.
• THANK YOU FOR INVITING ME TO COME AND SPEAK TODAY ABOUT VETERAN SISTERS AND THE NEED FOR A NEW
COMMUNITY CENTER TO SERVICE OUR COLLECTIVE NONPROFIT ORGANIZATIONS HERE IN MENIFEE.
• VETERAN SISTERS IS A PEER TO PEER SUPPORT AND ADVOCACY ORGANIZATION.
• OUR MISSION IS TO CREATE A SAFE PLACE FOR HOPE, HELP AND HEALING WHILE LIVING LIFE AFTER MILITARY
SERVICE. OUR PRIMARY FOCUS IS ON HELPING FEMALE VETERANS WHO SUFFER WITH PTSD, MILITARY SEXUAL
TRAUMA, ANXIETY AND DEPRESSION.
• DID YOU KNOW THE VA RECENTLY REPORTED THAT THERE ARE NOW OVER 2 MILLION FEMALE VETERANS AND WE
ARE THE MOST RAPIDLY GROWING POPULATION IN THE MILITARY?
• THE VA ALSO REPORTS THAT 9 OUT OF EVERY 10 FEMALE VETERANS SUFFERS FROM PTSD AND THEY ESTIMATE 1 OUT
OF EVERY 4 FEMALE VETERANS HAVE REPORTED MILITARY SEXUAL TRAUMA OR RAPE, LET ME EMPHASIZE THAT... THAT
IS A REPORTED STATISTIC, HOWEVER, MOST FEMALE VETERANS DO NOT REPORT THEIR SEXUAL ASSAULT DUE TO FEAR.
• DID YOU KNOW THAT FEMALE VETERAN SUICIDE IS ON THE RISE AND THAT THEY ARE 2 AND A HALF TIMES MORE
LIKELY THAN NON‐VETERANS TO COMMIT SUICIDE?
• AT VETERAN SISTERS WE SUPPORT EACH OTHER WHILE GOING THROUGH THE VA CLAIMS PROCESS AND WITH
TRANSITION BACK INTO CIVILIAN LIFE.

• YOU MIGHT BE THINKING ISN’T THAT WHAT THE VA AND OTHER VETERAN PROGRAMS ALREADY DO… YES, THERE ARE
MANY WONDERFUL ORGANIZATIONS WITH GREAT PROGRAMS AND SERVICES, HOWEVER, THEY ARE MALE DOMINATED
AND MANY FEMALE VETERANS ARE TOO INTIMATED TO REACH‐OUT OR START THE PROCESS ON THEIR OWN. THE VA
CLAIMS PROCESS CAN BE OVERWHELMING AND RE‐TRAUMATIZING.
• SADLY MANY FEMALE VETERANS ARE UNABLE TO ADVOCATE FOR THEMSELVES AND ARE UNABLE TO GET THE HELP
AND SUPPORT THEY NEED.
• VETERAN SISTERS WAS CREATED TO HELP OUR FEMALE VETERANS CONNECT TO THEIR EARNED VA BENEFITS, IN AN
ENVIRONMENT THEY FEEL IS SAFE AND INVITING. FOCUSING ON THE FEMALE VETERAN AND HER UNIQUE NEEDS.
• CURRENTLY, VETERAN SISTERS OPERATES OUT OF MY HOME. WE SERVE MORE THAN 1500 FEMALE VETERANS
NATIONWIDE.
• BY HAVING A SPACE IN THE COMMUNITY CENTER, WE WOULD BE ABLE TO REACH MORE FEMALE VETERANS AND
PROVIDE A CENTRALIZED LOCATION FOR OUR LOCAL FEMALE VETERANS TO GET THE SUPPORT THEY NEED WHILE ALSO
CONNECTING WITH OTHER FEMALE VETERANS.
• THERE IS A GREAT NEED FOR THIS TYPE OF SPACE IN MENIFEE THAT HELPS SUPPORT OUR COLLECTIVE NONPROFITS
THAT SERVICE OUR COMMUNITY.
• WE ARE GRATEFUL THAT THE CITY OF MENIFEE SEES THE NEED TO SUPPORT OUR COMMUNITY NONPROFITS AND THE
NEED FOR LOCAL VETERAN SERVICES. HOWEVER WE FEEL THAT THE CURRENT DESIGN FOR THE NEW PROPOSED
COMMUNITY CENTER OF A LARGE ROOM WITH A KITCHEN WOULD NOT BE FEASIBLE FOR MULTIPLE NONPROFIT
ORGANIZATIONS.
• SCHEDULING AND USAGE TIME IN THE PROPOSED SPACE WOULD PROVE DIFFICULT AND COMPLICATED FOR
SIMULTANEOUS USE.
• THE CITY CURRENTLY HAS THIS TYPE OF COMMUNITY CENTERS FOR RENT AND USAGE FOR THE GENERAL PUBLIC.
• WE WOULD LIKE TO ENCOURAGE OUR CITY DEVELOPERS TO CREATE CENTERS WHERE WE CAN HAVE SMALL PRIVATE
AND LOCKABLE OFFICES THAT WILL BENEFIT NONPROFITS THAT SUPPORT THIS COMMUNITY. THIS WILL PROVIDE EACH
GROUP THE OPPORTUNITY TO PROSPER AND GROW.
• WE WOULD LIKE TO SEE ONE OF THESE OFFICES BE DEDICATED TO HELP THANK AND HELP OUR FEMALE VETERANS. A
PLACE TO CALL HOME. A PLACE WHERE THEY KNOW THEY ARE SAFE AND CAN COME TO GET THE HELP THEY DESERVE.
• I AM PROUD TO BE A VETERAN AND SERVING MY COUNTRY WAS ONE OF THE MOST GRATIFYING THINGS I HAVE EVER
DONE, BUT TAKING CARE OF OUR FEMALE VETERANS AND ENSURING THEY ARE GETTING THE HELP AND RESOURCES
THEY NEED IS THE IMPORTANT THINGS I WILL EVER DO. PLEASE HELP ME DO THIS IMPORTANT WORK, BY ALLOWING
US A SMALL BIT OF PRIVACY TO CONDUCT OUR WORK.
