TO CITY OF MENIFEE PLANNING COMMISSION
NEWPORT PACIFIC LAND-LEGADO SPECIFIC PLAN

Good evening Mayor Zimmerman and Honorable Councilmembers. I’m Marion Ashley, 29490
Warmsprings Drive, Menifee, CA. I’m native to this valley living in what is now the City of
Menifee where I grew up. I attended grade school, high school, college, married, bought my
first house and had my first two children all while living in what is now the City of Menifee. Now
I am proudly living and enjoying my final years in Menifee.
I have represented Menifee over the years as County Planning Commissioner, Director of
Eastern Municipal Water District, Chair of the Menifee General Plan Steering Committee (which
drafted the first General Plan for the area) and recently as County Supervisor-Fifth District.
My family farmed in this area for many years and we still have ownership in about 200 acres in
Menifee along Highway 74 between Romoland and Homeland including the Palomar Crossing
Project you will be considering soon.
I am very familiar with Legado Specific Plan, formerly known as the Fleming Ranch. It is prime
property, ideally located, that could have been successfully developed years ago. We in
Menifee are fortunate that was not because we have the golden opportunity to plan and
develop it now, compatibly with our great City.
I have reviewed this project and I am very pleased with what I saw:
• Eight miles of public walking trails available to all residents.
• Three full sized soccer fields with sports lighting.
• Gathering spaces, a community garden, picnic table.
• Community Center available to Menifee residents, community groups and after school
programs.
• $8 million dollars contribution towards these programs.
• $8.4 million towards infrastructure improvements to McCall Boulevard, Encanto Drive,
Ethanac Road and Sherman Road
• $6.6 million in drainage improvements to resolve existing seasonal flooding long Encanto
Drive.
All this while designing a world class, top tier community for future residents of the City of
Menifee. I am very pleased to support and ask you to approve the Legado Specific Plan. Some
day you will be very proud that you helped create this stellar community.
