2020-06-03 City Council Item No. 12.2 2019 General Plan Annual Progress Report Presentation Regular MEETING - Additional Meeting MaterialsCity of Menifee City Council 2019 General Plan Annual Progress Report Annual Progress Report (APR) Requirements •Required by state law to be presented to City Council (legislative body) •The APR must be sent to: •Governor’s Office of Planning and Research (OPR) •Dept. of Housing and Community Development (HCD) General Plan Overview •General Plan adopted December 18, 2013 •Eight General Plan General Plan Elements •GP Elements include goals and policies for City vision out to 2035 •The APR provides overview of progress on implementation of the GP for 2019 GP Implementation Program Notable Implementation Actions in 2019: •Comprehensive Development Code & Citywide Design Guidelines •Capital Improvements Program (CIP) Major projects: •Scott Road interchange (near completion) •Traffic Signal Interconnect •Park Improvements •Sewer to 230 parcels in the Quail Valley community) •Active Transportation Plan –Bike & Pedestrian improvements plan in progress OPR GP Guidelines Compliance Topics •Collaborative planning with military lands and facilities (e.g., airport land use compatibility planning with MARB/IPA) •Collaboration with native American tribes under Assembly Bill (AB) 52 as part of CEQA environmental review •Environmental Justice Considerations such as Senate Bill (SB) 1000 Legislative Actions -2019 •APR includes list of legislative actions for 2019: •General Plan Amendments (1) •Specific Plan Amendments (1) •Zoning Code Amendments (2) e.g., Development Code Housing Element •The HE APR was presented to the City Council on March 18, 2020, separately from this General Plan APR •HE APR submitted to HCD & OPR immediately following City Council Review the General Plan Annual Progress Report (APR) for 2019 as required by state law to show progress toward implementation of General Plan Goals and Policies, and receive and file the report Recommendation Questions?Thank You.
