Background
•The Menifee Police Department will take over
police services from the Riverside County
Sheriff’s Department on July 1, 2020.
•Just like all other law enforcement agencies, the
Menifee Police Department will collect fees for a
variety of municipal services, typically those that
are for individuals or a group rather than for the
public as a whole.
•Per CA Government Code §66000 et seq., the
City is empowered to impose reasonable fees,
rates and charges for municipal services,
provided such fees do not exceed the cost to the
City for providing the services.
•These fees are typically referred to as cost
recovery fees (usually not full cost recovery).
•Fees for the listed services are not new types of
fees.
Background
•Soon, the City will be conducting an updated comprehensive fee study to include PD specific fees.
•The comprehensive fee study will take several months.
•Some factors considered during a fee study:
•Applicable laws•Salary & Benefits•Direct and Indirect Costs (operations and maintenance)•Material Costs•Overhead Costs (payroll costs and other administrative services)

•Due to the need to set Police Department specific fees prior to an updated fee study being completed, staff conducted a comprehensive survey of 10 police agencies:
•Banning PD •Beaumont PD•Blythe PD•Corona PD•Hemet PD•Indio PD•Murrieta PD•Palm Springs PD •Riverside PD•Riverside County SD

•The fees varied between agencies. Agency fees set after
fee study conducted (unknown time frame of most recent
fee study).
•Staff desired to set initial fees around the average of the
10 surveyed agencies. (Some fees were not listed, and
some fees are charged differently, e.g. report fees.)
•Some fees are established by law.
•12 common categories of fees were researched. More will
be researched during citywide comprehensive fee study.

•The accompanying Resolution will allow the City to recover
a portion of the costs associated with the specific
referenced services.
•No historical data to determine projected revenue, but
there will be no negative impact on the City’s General
Fund.
•Fees collected will be placed into the City’s General Fund.
