2021-05-19 City Council Item No. 12.1 Public Safety Committee Discussion Presentation Regular MEETING - Additional Meeting MaterialsPublic Safety Committee Discussion May 19, 2021 -1- Background •On July 23, 2008, prior to formal City incorporation, Council-elect first discussed the concept of a Public Safety Committee. Item 11.1 on the agenda included an announcement of the noted Public Safety Committee (Committee). •Early general topics included Crime Watch, homelessness, traffic enforcement, Jessica’s law, etc. •Since inception, two (2) Council members have been designated as Committee members. •Meeting time has been monthly (first Tuesday of each month) -2- Background -3- Background -4- •Attendees during this early time frame included: •City Manager •City Clerk •Emergency Services Coordinator •Riverside County Sheriff’s Office staff •Added in 2010 •Fire Chief •Crime Watch •Code Enforcement Background -5- Committee Topics •Neighborhood Watch •Explorer Post Update •Emergency Services •Code Enforcement •Discussion of homeless situation •Discussion of Fire Services •Discussion of Police Services •Public Works/Streets/Engineering Update •Community Services Update •School Districts Update •Animal Control Providers •City Manager Comments •Committee Members Comments -6- Formation Documents •Staff has not located any formation documents such as Resolutions, by- laws, or ordinances that would formalize the creation of this committee •Agenda is publicly noticed, posted on the City’s website, and is open to the public to attend •The manner and structure of the committee has “evolved” over time to include relevant public safety topics •No formal procedures have been established for the Committee to report findings or that yields subsequent policy directives -7- Current Committee Status •Meeting time remains monthly -first Tuesday of each month at 3:00 •The Agenda Summary recaps significant report items •Each reporting department reports on their prior month statistics and significant items. Departments reporting at the Committee meetings include: •School Districts •Fire Department •Fire Marshal •Police Department •Code Enforcement •Most meetings last between 1 to 2 hours •Animal Control •Public Works/Engineering •Community Services Park Ranger •Staff Comments •Committee Reports/Comments on Committee Activities -8- Current Committee Status •Staff spends a considerable amount of time each month putting together the Public Safety Committee agenda and meeting. This includes each reporting department pulling together their information and statistics for the previous month, with City Manager staff reaching out to all reporting departments, coordinating any presentations, putting together the information/agenda, overseeing each meeting, and documenting the minutes from each meeting. •The Agenda has recently been added to the City Council meeting agenda as an information item -9- Recommendation: •Discuss and provide direction if modifications are desired -10- Questions?Thank You.
