2021-04-21 City Council Item No. 5.1 Streetlight Presentation Regular MEETING - Additional Meeting MaterialsPresentation Office of the City Manager City Council Presentation Item 5.1 1 •In 2014, WRCOG’s Executive Committee directed staff to initiate a regional effort to help jurisdictions purchase their streetlights from Southern California Edison (SCE) •Once purchased, streetlights lamps would be retrofitted to LED, and maintenance (replacing lights, pole knockdowns, etc.) would be implemented under a regional contract •Major objectives of the Program: •Save energy •Save on jurisdiction utility bills •Enhance public safety •Create “smart city” and revenue-generating opportunities 2 Regional Streetlight Program Objectives Eastvale Hemet Jurupa Community Services District Lake Elsinore Menifee Moreno Valley Murrieta Perris San Jacinto Temecula Wildomar 3 Which jurisdictions are participating in the Regional Program? •Overall effort involves 50,000 streetlights -The regional LED retrofit was completed in Fall 2020 •The new LED lamps -Adhere to American Medical Association recommendations for LED lighting -Most LED lamps are no greater than 3000k -Provide true colors (compared to existing sodium lamps) that improve neighborhood appearance and public safety -Support Palomar Observatory night-time sky objectives (reduce light pollution) -A demonstration area (in Hemet) provided for members of the public and stakeholders to view and guide selection of LED fixtures •Overall Savings to participating jurisdictions –Estimated at $70 million over 20 years 4 The Big Picture…. •March 7, 2018, City Council approved Purchase & Sales Agreement with SCE •On October 17, 2018, staff presented information to City Council regarding the purchase of Southern California Edison (SCE) streetlights & retrofitting them with LED fixtures •On June 19, 2019, City Council adopted Resolution No. 19-810 •Approved agreements and financing with Banc of America Leasing & Capital, LLC and Wilmington Trust, National Association to purchase and retrofit the streetlights •Agreement entered with WRCOG A total of 6,569 streetlights were acquired Background 5 Partnership •Administrative Support •Financing Documents/Agreements•Agreement Addendums•Presentations•Meetings•Review of All (3) Project Phases with SCE•Coordination of Fixture Orders•Fixture Delivery•Implementation•Overall Acquisition •Disbursement Forms •Final Acceptance Certificate •Smart City Research and Support •Continuous Management of Streetlight Maintenance Agreements 6 •March 15, 2020 installation begins •April 15, 2020 –City Council approved an appropriation of $100K to address the escrow shortfall •June 25, 2020 –Completion of 6,470 streetlight fixtures converted to LED & re-tagging of poles to a Menifee inventory system •Summer 2020 -The Certificate of Final Completion and Acceptance of the Streetlight LED Retrofit Installation was signed •Final True-Up –Additional streetlight poles acquired in December 2020 (total increased to 6,588) Retrofit 7 •Estimated Annual Savings: -Est. $816,969 in annual billing savings (71%reduction in annual utility costs) -Estimated 1,908,574 kWh annual energy savings (62% reduction in annual kWh) -Enough energy savings to provide electricity to 228 homes each year -Reduces greenhouse gas emissions by 1,349 Metric Tons of CO2 equivalent annually Savings for Menifee -Breakdown 8 Savings for Menifee: Est. $816,969 per year!
