Discussion
•On December 6, 2017 City Council adopted Resolution No. 17-
656 establishing Development Impact Fees (DIF)
•Maximum justified fees were adopted with a deferred
implementation date of July 1, 2018.
•After a 2-year phase in period, the fees would be adjusted
based on the Engineering News Record –Construction Cost
Index (ENR –CCI).
•The ENR-CCI from July 1, 2019 –July 1, 2020 was 1.29%
•Staff recommending deferred implementation of increase until
July 1, 2021 rather than January 1, 2021 as referenced in
Resolution No. 17-656.

Developer Outreach
•August 20, 2020, the Development Stakeholder
Group was informed of the fee adjustment and
staff recommendation to defer implementation
until July 1, 2021
•On February 12, 2021, staff notified the Building
Industry Association (BIA) of the fee adjustment &
on March 5th held an open meeting with BIA
members
Recommended Action
Adopt a Resolution approving the deferral and
implementation of the Development Impact Fee yearly
adjustment and to replace the existing Fee Schedule and
establish a new Fee Schedule to be effective on July 1,
2021.
