2021 Emergency Operations Plan
(EOP)
Introduction
The Emergency Operations Plan (EOP)provides an
overview communication and resource allocation in
order to adequately respond to hazards within the City
of Menifee.
Last EOP Update: 2012
Moving forward: Yearly changes or as needed
EOP Importance
•All public employees are Disaster Service Workers
(DSW)per California Government Code.
•All cities,county,and other agencies require a EOP in
order to be eligible for any FEMA incident
reimbursement.
EOP Major Components
The Emergency Operations plan is composed of the following:
1)Emergency Management Ordinance & resolutions
2)Identification of hazards & response overview
-Pandemic: WebEOC
-Wildfires: EOC
-Flooding: DOC
-And more

1. EOC Overview
•Who? –EOC Staff
•What? –Response to incidents
•Where? –Menifee PD Station
•When? –Contingent on incident
location and incident details
City Council’s Role
•The Policy Group focuses on the overall strategy for
the response priorities and policy setting required
by the disaster situation including economic,
political,legal and social implications of the
emergency.
•Assist in the development of emergency policies
that determine the threat to human life and safety,
then issue a policy to take immediate action to
protect life if necessary.
Closing Statements
•The 2021 EOP will be used to
coordinate and communicate with the
County and neighboring cities in the
event of a disaster.
•Any changes moving forward,can be
sent to Emergency Management Staff.
