•The City began the Military Banner Program in 2012
•The program was created to recognize and
celebrate Menifee residents or their immediate
family members who have served or are currently
serving in the United States Armed Forces
•There have been hundreds of banners on display, in
some cases for 5 years or more
•The program has grown tremendously & staff
receives anywhere from 25 to over 100 new
requests for banners every year

Formal Policy Purpose
•Required 12 months of continuous service or veteran
•Verification by staff
•Honoree must be a resident of the City of Menifee or immediate family member of current City of Menifee resident
•Banner will be displayed for a minimum of 12 months and maximum of 24 months
•No advertisements allowed on banner (sponsorship logos allowed w/City approval)

•Photos must be professional grade; banner can be
displayed without a photo

•Applications will be received on an ongoing basis,
however installation will occur twice a year:
•Submit by March 1st to have banner installed by
Memorial Day
•Submit by September 1st to have banner installed by
Veterans Day
•Banners will be placed on first-come, first-served
basis
•Only 1 banner per serviceperson
Policy Key Items
•City is not responsible for replacing banners that are lost, stolen, damaged, or destroyed, due to age, vandalism, or any acts of nature
•Applicants shall either pay for the cost of maintenance or replacement and repair for the banner, or the banner (if in disrepair) shall be removed
•Removed banners may be returned to the honoree or honoree’s family during the Memorial Day or Veterans Day event hosted by Community Services
•Once a banner is removed, applicants may reapply for a new banner after a 12-month waiting period
•Photographs shall become property of the City & may be posted on website or used for other military-related events, unless otherwise requested in writing

•To date this FY, the City has spent $9,263 on the program
•$4,050 has been collected in revenues
•Although applicants are paying a portion of the banner design, fabrication, and the installation/ removal of the banner costs, the City is covering the remaining and additional costs
•Additional costs includes:
•replacing brackets, service calls, repairs, replacement of banners, mailing fee (to return the banners), banner cleaning and staff time

•By installing banners twice a year, the
administrative process will be streamlined in
terms of time and costs
•Hardware savings due to centralized locations
•Presenting banners at the Memorial and/or
Veterans Day event, the City would no longer be
subject to the noted mailing fee
•The City would continue to clean the banner prior
to presenting them back to the honorees or family
members

•The City has budgeted $25,000 in the
FY2019/20 budget for military banners in the
City Manager’s Office expense account no.
100-4111-52430
•In addition, the City budgeted $7,000 this FY
in estimated revenues in the Military Banner
Fees account no. 100-3857
•No budget modifications are requested at this
time

1 2 The City of Menifee Military Banner Program was
created for the community to honor and recognize
active duty military personnel and Veterans that
reside or have an immediate family member that
resides in the City of Menifee.
To participate in the program, the following checklist
can assist you in preparing your application:
Submit the attached application (on back)
Include a copy of the applicant driver’s license
or current utility bill showing the Menifee
address of the military service person or his/her
immediate family member.
Include a minimum 5”x7” portrait style
photograph of the service person in
his/her military uniform for display on the banner
(photographs will not be returned). By signing the
banner application, you aknowledge that you
have permission to use the photo being given to
the City to use on the banner. Digital photographs
with a resolution of 300 dpi or higher will also be
accepted and can be emailed to: Mandy Stephens,
at mstephens@cityofmenifee.us.
Cost of Banner : $135 (cash, check or credit card)
Disclaimer: Quantity is limited to one (1) banner per
service person and will be displayed for a one (1)
year period. Active duty status and program
eligibility will be verified annually. The spelling of
the name will be taken directly from this application.
Installation location and removal of the banners are
at the City’s discretion. City is not responsible for
lost/stolen banners, or repairs to the banners should
they be damaged from eminent weather or damage,
aside from normal warranty work.
The cost of each banner is $135 and includes
installation. Donations help keep costs low so many
can participate.
Active Duty banners to be displayed year around
on Newport Road, Murrieta Road, and Menifee
Road. Active Duty Banners will be removed when
the service person is no longer serving Active duty
in the Armed Forces, or if banner becomes
damaged or when the program concludes.
Retired Veterans banners to be displayed year
round on Sun City Blvd, McCall Blvd, and Cherry
Hills Blvd.
Banners will be returned to applicant after
removal.
Annual verification of the service person’s active
duty status will be required.

Once an application is submitted, banners will be
processed in large groups (to acquire discount pricing) which
is about 3-4 week process. Once an application is approved,
the estimated time for processing, art proofing, stitching,
production and installation is around an additional 8 weeks.
