2020-02-19 City Council Item No. 12.1 Military Banner Program Policy Regular MEETING - Additional Meeting MaterialsMilitary Banner Program Policy February 19, 2019 •The City began the Military Banner Program in 2012 •The program was created to recognize and celebrate Menifee residents or their immediate family members who have served or are currently serving in the United States Armed Forces •There have been hundreds of banners on display, in some cases for 5 years or more •The program has grown tremendously & staff receives anywhere from 25 to over 100 new requests for banners every year Background •Streamline process •Create a manageable program •Create an equitable program •Provide efficiency to staff & residents •Formal policies in place in other local Cities Formal Policy Purpose •Required 12 months of continuous service or veteran •Verification by staff •Honoree must be a resident of the City of Menifee or immediate family member of current City of Menifee resident •Banner will be displayed for a minimum of 12 months and maximum of 24 months •No advertisements allowed on banner (sponsorship logos allowed w/City approval) Policy Key Items •Photos must be professional grade; banner can be displayed without a photo Policy Key Items •Applications will be received on an ongoing basis, however installation will occur twice a year: •Submit by March 1st to have banner installed by Memorial Day •Submit by September 1st to have banner installed by Veterans Day •Banners will be placed on first-come, first-served basis •Only 1 banner per serviceperson Policy Key Items •City is not responsible for replacing banners that are lost, stolen, damaged, or destroyed, due to age, vandalism, or any acts of nature •Applicants shall either pay for the cost of maintenance or replacement and repair for the banner, or the banner (if in disrepair) shall be removed •Removed banners may be returned to the honoree or honoree’s family during the Memorial Day or Veterans Day event hosted by Community Services •Once a banner is removed, applicants may reapply for a new banner after a 12-month waiting period •Photographs shall become property of the City & may be posted on website or used for other military-related events, unless otherwise requested in writing Policy Key Items •McCall Blvd. •Newport Rd. •Menifee Rd. •Sun City Blvd. •Cherry Hills Blvd. •Bradley Rd. •Murrieta Rd. *Other locations may be added as the City continues to grow in development Banner Locations 215 Fw y 215 Fwy 215 Fwy Newport Rd.Newport Rd.New Hub Dr.Newport Rd.Menifee Rd.McCall Blvd.Cherry Hills Blvd.Haun Rd.Cher ry H i l l s Che r r y H i l l s B l vd Murrietta Rd Murrietta RdMurrietta Rd Menifee Rd.Bradley Rd. HOW YOU CAN SUPPORT YOUR TROOPS? 1 2 The City of Menifee Military Banner Program was created for the community to honor and recognize active duty military personnel and Veterans that reside or have an immediate family member that resides in the City of Menifee. To participate in the program, the following checklist can assist you in preparing your application: Submit the attached application (on back) Include a copy of the applicant driver’s license or current utility bill showing the Menifee address of the military service person or his/her immediate family member. Include a minimum 5”x7” portrait style photograph of the service person in his/her military uniform for display on the banner (photographs will not be returned). By signing the banner application, you aknowledge that you have permission to use the photo being given to the City to use on the banner. Digital photographs with a resolution of 300 dpi or higher will also be accepted and can be emailed to: Mandy Stephens, at mstephens@cityofmenifee.us. Cost of Banner : $135 (cash, check or credit card) Disclaimer: Quantity is limited to one (1) banner per service person and will be displayed for a one (1) year period. Active duty status and program eligibility will be verified annually. The spelling of the name will be taken directly from this application. Donations help keep costs low so many can participate.  Active Duty banners to be displayed year around on Newport Road, Murrieta Road, and Menifee Road.
