RE: Proposed Creation of Sphere of lnfluence to the East of Current City Boundary Line
Council and Commission Members:
At the January meeting of the Winchester-Homeland Municipal Advisory Council (MAC), our community
learned that the City of Menifee is looking into establishing a sphere of influence east of Briggs Road,
crossing into the MAC area. The Winchester-Homeland Town Association and Third District Supervisor
Washington oppose the various options presented at your December 2019 workshop.
We find it worrisome that our community has been left out of this important conversation, since it is our
future on which you wish to encroach. Mr. Darnell, having attended a number of MAC meetings and our
planning workshops, is well-aware of the ongoing cooperation between our community and Riverside
County Planning Department for the Winchester Community Plan, known as GPA L2O7.
Winchester wants to keep its own unique identity, working now and into the future to establish our own
brand of cityhood.
