WRCOG Travel Survey
•WRCOG was asked by the City Managers TAC to study travel behavior in the
WRCOG region
•We used “Big Data” to look at daily travel in 2019 and 2021
•Compilation of cell phone, GPS vehicle tracking, and other data sets
•100 M records in the data for the two study years
Regional Conclusions
•85-90% of all trips stayed within the WRCOG Region
•Some travel outside of the Region, most common destination was San Bernardino
County
•Main trip purpose was travel from home for shopping, school, and dining
•Work trips are only about 20% of all trips
•Most travel occurred within a City or to/from a neighboring City
•Developed a series of jurisdictional fact sheets
•Shared with Planning Directors, Public Works Directors, and City Managers
Menifee Specific Conclusions
•Trips happen for many purposes, not just commute
•51% of recorded trips were for non-commute purposes (shop, school, eating)
•50% of the recorded trips occur within the City of Menifee
•21% of the recorded trips went to locations like Perris, Moreno Valley, and adjacent
unincorporated areas
•22% of trips traveled southwest (Lake Elsinore, Murrieta, and Temecula)
•8% of Menifee residents lived and work in the City
TUMF Revenue
•In 2021, the City saw significant TUMF revenue collected in Single-Family Housing
•22% of all fees in the WRCOG sub-region was collected in Menifee
•Approximately 1,400 new single-family homes paid TUMF fees in 2021

•Scott Rd/I-215 Interchange ($15M) –completed, final reimbursements pending
•Holland Rd/I-215 Overcrossing ($6.4M)
•Scott Rd Widening from Sunset Ave to I-215 ($5.7M)
•McCall/I-215 Interchange ($3.1M)
•McCall Blvd Widening from Aspell Rd to Menifee Rd ($2.5M)
•Holland Rd Widening from Antelope to Haun ($1.8M)
•TUMF Program has allocated $19.6M to the City of Menifee over the next 5
years
Regional Summary
Next level of investments are in east-west corridors (Scott Road
interchange, Scott Road/Bundy Canyon and Clinton Keith Road)
Those investments are consistent with the observed travel patterns for
Menifee residents
Limited TUMF investments in north/south corridors
Residents/visitors may find north/south travel to be more challenging in the
near-term
