2022-05-04 City Council Item No. 11.1 Fiscal Year 2022-2027 Consolidated Plan Presentation Regular MEETING - Additional Meeting MaterialsDRAFT 2022-2027 Consolidated Plan DRAFT 2022-2023 Annual Action Plan Meeting Date: May 4, 2022 11.1 2022 –2027 Menifee Consolidated Plan •The City develops a Consolidated Plan (ConPlan)every five years to guide the use of Federal Community Development Block Grant (CDBG) funds. •It is designed to aid the City make data-driven,place-based investment decisions for the next five years,July 1,2022 through June 30,2027 Coordinate with other federal and state grant programs and local initiatives Provide a basis and strategy for the use of federal funds granted to the City by HUD Community Development Block Grant (CDBG) Overview •The City of Menifee receives an annual allocation of funds from the U.S.Department of Housing and Urban Development (HUD). •Annual Allocations determined by HUD formula 1.Population,weighted at 25%; 2.People in poverty,weighted at 50% 3.Overcrowded units,weighted at 25% 2022-2027 Menifee Consolidated Plan Priority Needs 1.Prevent and Eliminate Homelessness 2.Improve Neighborhoods, Public Facilities, and Infrastructure 3.Economic Development 4.Broadband Needs 5.Provide Public Services for low-income residents 6.Affordable Housing Preservation Goals 1.Homelessness Prevention Services 2.Preserve & Improve Area Neighborhoods 3.Economic Development 4.Broadband Needs 5.Services for Low and Moderate Income & Special Needs Residents 6.Preserve Affordable Housing The Annual Action Plan will generally include the following main categories of activities/programs: Planning/Administration (20% Cap) Fair Housing Services (Mandatory for Participation) Public Services (15% Cap) Housing (Senior Minor Home Rehabilitation Grant Program) Public Facilities/Infrastructure Projects Annual Action Plan Recommended Program Year 2022/2023 Funding Breakdown 1. Conduct a public hearing; and 2. Adopt a Resolution approving the 2022-2027 Consolidated Plan, Analysis of Impediments to Fair Housing Choice 2022-2027, and the draft Fiscal Year 2022-23 Annual Action Plan for the City’s Community Development Block Grant Program; and 3. Authorize the City Manager, or his designee to execute the grant agreements prepared by the U.S. Department of Housing and Urban Development and related materials for the Community Development Block Grant; 4. Authorize the appropriation of funds for City departments receiving funding to the appropriate accounts established by the Finance Department as identified in the U.S. Department of Housing and Urban Development Annual Action Plan 2022-2023; and 5. Authorize staff to submit the Fiscal Year 2022-2027 Consolidated Plan, Analysis of Impediments to Fair Housing 2022-2027, and draft Fiscal Year 2022-23 Annual Action Plan. Staff Recommendation
