•On September 30,2021,California Gov.Gavin Newsom signed
Assembly Bill 481,which became effective January 1,2022.
•AB 481 identifies certain specialized law enforcement
equipment as ‘military equipment’and requires oversight from
the Menifee City Council for purchase and use of such
equipment.
•AB 481 requires law enforcement agencies to prepare a Military
Equipment Use Policy and Equipment List for review and
adoption by the City Council.This adoption must be in the form
of an ordinance.

Specialized Police Equipment
•Seek approval and support from the Menifee City Council for
the acquisition and deployment of current and future
specialized police equipment.
•Consider public input about safety,civil rights,and the
public’s welfare.
•Approve the proposed Military Equipment Use Policy and
Equipment List.
•Establish yearly reviews of the Military Equipment Use Policy
and Equipment List.
Purpose of Ordinance
Specialized Police Equipment is already in use by law
enforcement agencies throughout the county.
De-escalation of violent situations,reducing threats to the law
enforcement personnel,the public,and involved suspect(s).
Supports cooperative mutual-aid agreements between City
and County law enforcement entities

Conduct Public Hearing and find that:
The use of military (specialized police) equipment is
necessary for the safety of law enforcement & public.
The Military Use Policy will safeguard the public’s welfare,
civil rights and civil liberties.

Conduct Public Hearing and find that:
Acquisition of military equipment is reasonable and cost effective
compared to available alternatives
Existing police equipment complies with the Military Use Policy; otherwise, remedy non-conforming issues to ensure future policy compliance

Formally adopt Ordinance supporting the use of all current and future acquisitions of specialized law enforcement equipment
Direct the Menifee Police Department to submit adopted Military Equipment Use Policies and Equipment List to the Governor’s Office
