DISCUSSION Background In July 2018, the Mayor and City Council adopted the 2018-2023 Strategic Visioning Plan. This five-year strategic plan establishes the City’s vision for the future and sets a roadmap for meeting current and future needs. The strategic visioning plan consists of four overarching goals including: Goal 1 – Safe & Attractive Community: Provide a full range of services that meet the highest professional and accredited standards of public safety by protecting life, maintaining order, and safeguarding property within our community. Goal 2 – Livable & Economically Prosperous Community: Develop mechanisms to foster a robust economy, solid educational opportunities, and jobs. Goal 3 – Responsive & Transparent Community Government: Foster efficient multi-modal communication to inform and educate our community to develop a clear sense of place and establish our unique identity. Goal 4 – Accessible & Interconnected Community: Create and maintain functionally appropriate, sustainable, accessible, and high-quality infrastructure and facilities. The implementation plan lists the projects identified to meet the goals and objectives established by the Mayor and City Council in the strategic plan. It is important to note that this is a living Item Title:4.1 Strategic Visioning Plan Update Item Page Number:1 Menifee Mayor and City Council February 16,2022 Page 2 of 79 City of Menifee Staff Report Strategic Visioning Plan Update February 16, 2022 Page 2 of 3 8 9 4 document that has continued to evolve as new projects are introduced and existing projects are re-prioritized based on available resources, staffing, capital, operating costs, and changes in technology. The implementation plan is currently divided into six areas which include: Public Safety Land Use City Hall Infrastructure Community Outreach Workforce and Facilities Management Since the current five-year strategic plan was adopted in 2018, staff has continued to provide periodic updates on the progress that has been made in completing the tasks outlined in the implementation plan including May 7, 2019, December 4, 2019, March 12, 2020 (workshop), January 20, 2021, March 15, 2021 (workshop), and June 16, 2021. The February 16, 2022, City Council workshop includes an update on the tasks completed since the last strategic plan workshop held in March 2021, along with a status report on the remaining tasks in the adopted plan. The workshop will conclude with a discussion of next steps including consideration of modifications to the implementation plan for the coming year. Updates As of January 31, 2022, sixty percent of the 207 implementation plan tasks have been completed. This includes 65 items that have been added to the task list since the strategic plan was first adopted in 2018. Since the last strategic plan workshop held in March 2021, 16 tasks have been completed while many others are in process or nearing completion. Several of the items completed during this timeframe will be ongoing programs. Eighty-two projects identified on the implementation plan are pending completion, including four projects that have been placed on hold. While it is expected that 32 of these tasks will be completed within the next 12 to 18 months, many of the remaining tasks are longer term or ongoing projects as outlined in the attached Strategic Visioning Plan Implementation Task Summary. Looking to the Future As the City grows there is a need to take a comprehensive look at facilities, prioritizing projects in relation to current and future needs considered in combination with available resources. For this reason, staff propose separating workforce projects from facilities management and merging the facilities management task items with the city hall projects. Under this structure the fire station improvements would also be moved from section 1 to section 3 of the implementation plan. The City’s existing facilities are not adequate to meet our current and future needs. With the City’s growth, additional operational space in city hall, the police department and the maintenance and operations center (MOC) will be required. In addition to the operational space requirements, there is a need to add more recreational space to serve the needs of Menifee residents. Each of these projects will require significant investments in terms of human and financial capital. Staff are also proposing adding several information technology and workforce development projects to the implementation task list including: Development of an Information Technology Strategic Plan Creation of a Disaster Recovery Business Continuity Plan Completion of a Classification and Compensation Study Completion of an Employee Survey Establishment of a Supervisory Training Program Each of these projects have been identified as priorities to allow for future expansion and support operations and have been included in the adopted operating budget. As a follow-up to the creation of a foreign direct investment strategy completed in December of 2022, staff recommend establishing a foreign affairs program to help the city build and maintain a diversified economy. Additionally, in follow-up to the street sweeping service contract review completed in July 2021, staff have proposed completing a street sweeping feasibility study, evaluating an in-house service as compared to the existing contract service. In fiscal year 2022/23 the City will enter the final year of the current five-year strategic plan. As we look forward to the coming year, staff will work with the Mayor and City Council to develop a strategic plan that will carry the City forward into the next five-year period and beyond. As the City progresses, staff will continue in the effort to clearly tie the use of city resources to the strategic vision, identifying and prioritizing projects that link to the goals established in the adopted plan through the budget process. In March, the fiscal year 2021/22 mid-year budget and capital improvement program (CIP) update will be presented. This will be followed by the fiscal year 2022/23 CIP and budget workshops in April and May. STRATEGIC PLAN OBJECTIVE This is an update of the five-year Strategic Visioning Plan; all objectives apply. The Fiscal Year 2018 – Fiscal Year 2023 Strategic Visioning Plan (Plan) builds upon our past strategic plan’s foundation while updating it for the future. This was accomplished through a collaborative effort whereby the City Council and City Staff were engaged through meetings guided by the City’s independent consultant.The result of this effort is a vision, measurable key objectives and action items, and alignment with adopted plans and policies. This Strategic Vision focuses the City’s use of resources to deliver services. The purpose of this vision is to define goals and objectives that align with the City’s business goals and to improve the balance between demand for more and better technology and available City resources, including staff and capital and operating funds. This five-year Strategic Vision provides a roadmap that will help the city close the gap between current and future needs. The City’s Strategic Vision is updated annually to ensure that it remains current with the city’s evolving environment. The goals and objectives will be reviewed and any new initiatives will be added, or existing projects removed, based on the current business needs of the City over the short range (less than two years), medium range (three to four years), and long-range (five years plus). It is crucial that this Plan remains a “live” document. Link the budget process to the Strategic Vision by identifying and prioritizing projects and ties to the Plan’s goals; Have Strategic Vision projects identified in regular agenda items and encourage department heads to include updates on their work on Strategic Vision related projects in their reports to the City Council; Expect and encourage department heads to propose additional projects that further the five Strategic Vision goal statements; Have the City’s Strategic Vision posted on the City’s website to ensure all City employees and the general public have access to the information; Set time annually to evaluate and,when necessary,modify the Strategic Vision prior to the start of the City budget process. Located in Southern California, Menifee has a rich history. Over the past several years, there has been a concerted effort to diversify the economic base of the City and expand services thereby increasing the quality of life for Menifee residents. To develop this Strategic Plan a focus group was convened with representation from various levels of the organization. This group met on three occasions to discuss internal and external influences affecting the City. After the focus group completed their review, the Management team met for a full day strategic visioning and implementation retreat. Thereafter, the City began to plan for land uses and development opportunities.During this time, the housing market in the City of Menifee has been relatively strong.The population growth over the past 12 months has continued a years-long upward trend that has resulted in major changes in the retail sector of Menifee, as well as the expansion of housing development, mainly due to its affordability, cost of land, and reduced fee structure. Menifee continues to see its population grow, recently hitting a growth of 2.7% from January 2020 to January 2021, according to the State Department of Finance (DOF). Additionally, Menifee has seen a population growth of 28.60% since 2010. Menifee continues to be one of the fastest growing cities in Southwest Riverside County. It is the second youngest, and the fourth fastest growing city in California. This year, the city of Menifee hit an important milestone – nearly surpassing 100,000 residents, with the DOF showing Menifee’s population at 99,686. Currently, the median age is 36 years young and the median home value is $506,205.
