Seq. which is known as the Mobilehome Residency Law governing the rights of MH park residents •Addresses mobile home parks in unincorporated Riverside County Riverside County Ordinance No. 760 •Does not apply to new home spaces constructed after January 1, 1990 or spaces rented for the first time after January 1, 1990 •Also does not apply to spaces with long term leases (12 months or more) •Includes a registration program •Includes a rent ceiling/max rent and annual adjustments •Establishes a Mobilehome Rent Control Board, Administrator and procedures for implementation Riverside County Ordinance No. 760 •Adopted by Menifee upon incorporation in 2009 •Not implemented and internally inconsistent with City’s administrative framework •A Rent Control Board for the City was never established Riverside County Ordinance No. 760 •There are 4 mobile home parks within City limits: •Bel Air Estates 200 spaces •Hillside Mobile Home Estates 270 spaces •Sun City Mobile Home Estates 332 spaces •Sun Meadows 392 spaces Mobile Home Parks •Staff reached out to adjacent cities to understand how each handle Rent Stabilization •Murrieta, Lake Elsinore, Hemet, Temecula and Perris do not have local ordinances •County of Riverside has a local ordinance •Resources available include HCD, County Housing Authority, and County Fair Housing Comparative Cities •Review and discuss options for amending, replacing or repealing Riverside County Ordinance No. 760 •Provide additional direction to City staff Recommended Action Questions?
