Registration Program
Background
•Future agenda item requested to discuss illegal businesses
•Land Use and Business Registration (LUBR) program was
adopted by City Council in 2015 in response to existing
businesses and land use activities that were established prior to
the City’s incorporation in 2008.
•LUBR program established a process for existing land uses and
businesses to come into compliance within a 10-year timeframe
(i.e. 2025)
•With the 2019 Development Code Update the LUBR program
expiration was extended 3 years to 2028.

LUBR Applications
•Participation in the program is voluntary.
•To qualify for the LUBR, a business was required to have a
valid Riverside County Certificate of Registration or a
determination from Riverside County that the business/land
use was exempt from the registration process.
•Since 2015, 20 LUBR applications have been submitted.
Code Enforcement & Fiscal Impact
•Currently there are 12 open code enforcement cases on
illegal land use and commercial businesses.
•Code Enforcement activity is complaint based/responsive.
•Increased and proactive code enforcement would result in
undetermined fiscal impact for enforcement activity and
require additional staffing.
•Review, discuss and provide direction
concerning illegal businesses within the City
and the LUBR Program
