MEETING (3:00 PM) 1. CALL TO ORDER Menifee City Council Special Meeting Minutes Wednesday, February 16, 2022 3:00 PM Special Meeting Armando G. Villa, City Manager Jeffrey T. Melching, City Attorney Stephanie Roseen, Clerk Mayor Zimmerman called the special meeting to order at 3:00 PM. 2. ROLL CALL Present: Dean Deines, Bob Karwin, Matthew Liesemeyer, Lesa Sobek, Bill Zimmerman Absent: None 3. PLEDGE OF ALLEGIANCE Craig Schultz, Public Information Officer at Valley -Wide Recreation and Park District led the flag salute. 4. DISCUSSION ITEMS City Manager Armando Villa introduced the item and Management Analyst Rebekah Kramer. Ms. Kramer provided a presentation and reported on the introduction and background; goals; implementation plan and status; completed items between March of 2021 and January 2022; implementation plan updates; and next steps. The City Council inquired about the Cherry Hills Business Plaza BID and ULD, grant application for city welcome mats, CalTrans's retention basin at the Scott Road Interchange, foreign affairs program, costs, and foreign trade zone, funding for the bridge over Salt Creek, Holland Road Overpass timeline, internship program with Mount San Jacinto College (MSJC), Sphere of Influence feasibility, City's emergency/disaster plan, and an open space nature preserve. Mayor Zimmerman stated he was in support of the City welcome mat beatifications. Councilmember Karwin stated his concerns with the foreign affairs program. Mayor Pro Tern Deines requested the addition of community centers to the strategic plan and to make that a priority. Menifee Mayor and City Council February 16, 2022 Page 1 of 2 Mr. Villa discussed the needs for a recreational facility and staff could look at updating the Parks Master Plan. Councilmember Karwin requested an outdoor park location/facility in the Sun City Community and stated his support for a recreational facility. Mayor Zimmerman requested staff identify areas that could be utilized as a nature preserve park area. Councilmember Liesemeyer proposed a multi -use center at the open space near Juanita and Goetz Road and inquired about a park near Canyon Hills that was once offered to the City of Menifee. Councilmember Sobek stated she would like a plan for how to become the safest city. The City Council and staff discussed looking into the General Plan and provided consensus to wait and revisit at a later date. Ms. Kramer provided an overview the City Council's discussion and direction to staff to include the following: building the City's social infrastructure as it relates to parks and community centers, create a safety master plan, and the other modifications as presented by staff. The City Council provided consensus. 5.
