PC 22-558 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MENIFEE, CALIFORNIA RECOMMENDING CITY COUNCIL APPROVAL OF THE CITY OF MENIFEE PERMIT -READY ACCESSORY DWELLING UNIT PLANS AND ADU GUIDEBOOK FOR USE BY THE PUBLIC IN OBTAINING PERMITS FOR CONSTRUCTION OF AN ACCESSORY DWELLING UNIT PER CITY REQUIREMENTS WHEREAS, With the recent adoption of the City's 6th cycle, 2021-2029 Housing Element, and as part of the City of Menifee's efforts to plan for housing needs of the community, the City is working on ways to accommodate a variety of housing in Menifee. One way is by offering Permit - Ready Accessory Dwelling Unit (ADU) plans to residents making it easier to build ADUs in Menifee; and WHEREAS, in March of 2019, the State of California released a Notice of Funding Availability for the Senate Bill 2 (SB2) Planning Grants Program; and WHEREAS, SB2 was part of a 15-bill housing package aimed at addressing the State's housing shortage and high housing costs. Specifically, it establishes a permanent source of funding intended to increase the affordable housing stock in California; and WHEREAS, in 2020, the City applied for and was awarded with SB2 funds for City projects and programs to streamline housing production, which included funding for the Permit -Read ADU plan program; and WHEREAS, with SB2 Grant funds, the City contracted with an architectural firm, Design Path Studio, to prepare the pre -approved ADU plans and ADU Guidance Handbook; and WHEREAS, the SB2 Grant funded effort includes preparation of code compliant ADU construction plans that the City can promote and provide to property owners for their use in obtaining building permits to construct an ADU; and WHEREAS, the Permit -Ready ADU plans are intended to incentivize, streamline, and minimize costs to homeowners wishing to build an ADU; and WHEREAS, the ADU Guidebook is intended to be a user-friendly guide for the public with information on how to successfully obtain permits for construction of an ADU; and WHEREAS, Design Path Studio has completed ADU designs, which have been presented to the community and from which, final construction drawings will be prepared; and WHEREAS, the Permit -Ready ADU plans consist of a total of eight different floor plan options that range in size from the smallest being a 305 square -foot studio unit plan to the largest being a 1,100 square -foot, 3-bedroom plan, with each floor plan having two architectural style options; and WHEREAS, the Permit -Ready ADU plans provide a wide variety of plan options to Menifee homeowners in a way that they can choose an option that best suits their property configuration, needs, and budget; and WHEREAS, City Staff presented the ADU plan designs at a community meeting held on October 19, 2021; and WHEREAS, over 50 people attended the October 19, 2021 community meeting resulting in substantial discussion following a presentation of the plans by the City's consultant and significant interest from the community to utilize the Permit -Ready ADU plans; and WHEREAS, the proposed Permit -Ready ADU plans and ADU Guidebook are informational tools to assist the public in obtaining permits for construction of an ADU in compliance with City requirements, and do not affect any City policy, regulation, or ordinance, and do not permit the construction of an ADU on any property within the City, they do not require legal public notice and a public hearing; and WHEREAS, the January 26, 2022, City of Menifee Planning Commission Agenda included Discussion Item No. 10.1, Permit -Ready ADU plans and ADU Guidebook for consideration by the Planning Commission; and WHEREAS, on January 26, 2022, the City of Menifee Planning Commission, continued Discussion Item No. 10.1, Permit -Ready ADU plans and ADU Guidebook, to the Planning Commission meeting of February 9, 2022; and WHEREAS, on February 9, 2022, the City of Menifee Planning Commission, reviewed and discussed the proposed Permit -Ready ADU plans and ADU Guidebook; and WHEREAS, the proposed Permit -Ready ADU plans and the ADU Guidebook are exempt from CEQA per Section 15061.b.3 "Common Sense Exemption" as the Permit -Ready ADU plans and the ADU Guidebook are informational tools to assist the public in obtaining permits for construction of an ADU in compliance with City requirements. As such, use of Permit -Ready ADU plans and the ADU Guidebook do not affect any City policy, regulation or ordinance, and do not permit the construction of an ADU on any property within the City; therefore, it can be seen with certainty that there is no possibility that the activity in question may have a significant impact on the environment. NOW, THEREFORE, the Planning Commission of the City of Menifee resolves as follows: Section 1.
