SPECIAL MEETING 5:00 PM
1. CALL TO ORDER
Mayor Zimmerman called the meeting to order at 5:01 PM-

3. PLEDGE OF ALLEGIANCE
Planning Commissioner Jeff LaDue led the flag salute.
4. DISCUSSION ITEMS
4.1 Industrial Development and Good Neighbor Policies Discussion
City Manager Armando Villa introduced Community Development Director Cheryl
Kitzerow to present the item.
Ms. Kitzerow provided a presentation and reported on the background of the item;
General Plan overview; business park and heavy industrial areas; Economic
Development Corridor (EDC) Northern Gateway; EDC McCall Boulevard; EDC
Newport; EDC Community Core; EDC Southern Gateway; Development Code;
warehouse and distribution; building size samples; business park example; Good
Neighbor Policies overview; General Performance Standards; site design, access,
and layout; separation issues; Business Pak buffer; signage and information;
environmental considerations; next steps for consideration; and the timeline.
The City Council inquired about the grouped criteria standards; extension of the
EDC-Community Core to Scott Road; building square foot maximums;
communication with the development community on the Good Neighbor Policy; EDC
Southern Gateway designation on the east of the 1-215 freeway and expansion of
the Community Core to this area on the east side of 1-215; and the Riverside County
timeline for the Ethanac Road corridor expansion.

Kassen Klein read a letter submitted on behalf of Dennis Fitzpatrick with PacTen
Partners, LLC.
Nelson Wheeler stated concerns for limitations on square footage allowance.
Bill Blankenship thanked staff for the good working relationships and commented on
his concerns for the constraints proposed in the Good Neighbor Policy.
Ryan Martin stated his concerns for limitations on square footage allowance and
constraints proposed.
Ben Fraleigh stated his concerns on the proposed restrictions.
Jeff Boullick read a letter submitted by Kenneth Lounsbery and stated concerns with
altering the land use designation near Haun Road and Garbani Road.
Betty Bouris stated her concerns for limitations on square footage allowance.
Gordon Mize commented on the growth of industrial development and stated
concerns for limitations on square footage allowance.
Scott Stewart stated his concerns for limitations on square footage allowance.
Charlie Black stated concerns for the constraints proposed in the Good Neighbor
Policy.
Bryan Bentrott stated his concerns for limitations on square footage allowance.
Tucker Hohenstein stated his concerns for limitations on square footage allowance.
Michelle Schierberl stated her concerns for land use changes and objections for
extending the Community Core to Scott Road.
Councilmember Karwin and Liesemeyer stated their concerns on imposing
constraints on building square footage.
Mayor Pro Tern Sobek stated she was in favor of the Good Neighbor Policy as
presented and expanding the EDC Community Core to Scott Road. Mayor Pro Tern
Sobek also stated she would be open to discuss increasing the square
footage allowance and would like to be able to attract the larger technology
focused development.
Councilmember Deines discussed the need to be business and residential friendly
and stated he would be in favor of further defining business park and would be in
favor of further discussions on square footage allowance.
Mayor Zimmerman stated the importance of finding a balance between the logistics
industry and protecting quality of life for the residents. Mayor Zimmerman also stated
he agreed with the next steps proposed by staff and commented on the importance
of planning for the integrity of the roads.

Councilmember Karwin stated he was in favor of a Good Neighbor Policy but would
like to remove or alter the statement "extent feasible" and would like a more definite
statement. Councilmember Karwin stated variances to the policy could be
recommended for approval by staff and approved by the approving body.
Mayor Pro Tern Sobek disclosed that she had received letters and phone calls from
developers prior to the meeting and inquired about how staff would move forward
with pre -applications while there was still deliberation by the City Council. Mayor Pro
Tem Sobek also stated she was concerned with the infrastructure in the Southern
Gateway.
City Attorney Jeffrey Melching clarified that if projects come forward staff would
continue with the City Council's direction.
Councilmember Liesemeyer stated he was in favor of the Good Neighbor Policy and
commented the importance of consistency between the Design Guidelines and
proposed policies. Councilmember Liesemeyer stated he would like to review the
allowable use matrix.
Councilmember Deines commented on the need to address the square footage
allowed.
Mayor Pro Tern Sobek commented on the importance of protecting the EDC
between Newport Road and Scott Road for revenue generating and tax base
development. Mayor Pro Tern Sobek stated she would not be in favor of a logistics
center along Haun Road adjacent to the freeway.
Mayor Zimmerman stated the General Plan Advisory Committee (GPAC)
envisioned that the freeway frontage area along Haun Road would be reserved
for retail development and the Southern Gateway was intended for more
professional related jobs.
Ms. Kitzerow provided an overview of staff's next steps following the City Council's
discussion.
The City Council provided consensus to continue with the proposed timeline and
staff's next steps.

Mayor Zimmerman adjourned the meeting at 6:59 PM.
