Dear Mayor City Council & Staff:  The following information was provided by Lockheed Martin which manufacturers flow batteries: The moratorium being is considered by the City of Menifee in regards to fire concerns. The moratorium raises concerns about Lithium Ion batteries in several instances. Energy storage is widely installed within North America and safe. Energy Storage is mandated federally and by the state of CA. Energy Storage is highly regulated by State and Federal building codes including NFP fire codes (UL9540A). https://www.ul.com/news/ul-9540a-battery- energy-storage-system-ess-test-method Visionary cities like Lancaster and others in the Antelope Valley have thrived since 2010 embracing the advantage they have with location and irradiance. Southern California cities, counties and utilities lead the nation in renewables, energy storage, hydrogen and other technologies. Energy Storage comes in an array of different types and chemistries. Not all batteries are created equal. There are six main lithium ion chemistries that are mainstream. They all are designed and used in different ways for different types of use cases. Flow Batteries are a viable alternative option. They are grid scale and have much less volatile characteristics. As with Lithium Ion batteries Flow Batteries are not created equal but generally benign and easy to site.
