Villa, City Manager Jeffrey T. Melching, City Attorney Sarah A. Manwaring, City Clerk MINUTES Mayor Zimmerman called the Special Meeting to order at 2:00 PM. 2. ROLL CALL Present: Dean Deines, Bob Karwin, Matthew Liesemeyer, Lesa Sobek, Bill Zimmerman Absent: None 3. PLEDGE OF ALLEGIANCE Mayor Pro Tern Sobek led the flag salute. 4. WORKSHOP 4.1 Fiscal Year 2021/2022 Budget & Capital Improvement Plan Workshop City Manager Armando Villa introduced the item. Deputy Finance Director Wendy Preece and Financial Services Manager Margarita Cornejo provided a presentation and reported on the City's mission; purpose of the annual budget; analysis of current economic conditions; City impacts; budget assumptions and sources; forecast revenues; total general fund revenues and expenditures; hiring strategy -critical areas; and positions requested. Mayor Pro Tern Sobek asked each Department to justify the new position(s) they had requested in the budget. Councilmember Liesemeyer inquired about the agreement with the County for traffic technician services. Mr. Villa explained that the City did not want to sever the agreement, only reduce services and cost. Ms. Preece continued with the presentation and reported on the positions requested for reclassification; total general fund revenues and expenditures; American Rescue Plan Act of 2021; Fiscal Year 2021 /22 revenues, transfers in and use of fund balance; general Menifee Mayor and City Council May 19, 2021 Page 1 of 2 fund revenues and expenditures; Quality of Life Measure (Measure DD) funding; Quality of Life Measure revenue and expenditures; Menifee Police Department budget funds; and Police staffing comparison. Mayor Pro Tern Sobek inquired about the increase in cost for Murrieta Dispatch. Deputy City Manager Clayton stated additional staffing was needed due to the increase in call volume. Ms. Preece continued with the presentation and reported on the December 2020 Menifee Police Department five-year projections and fiscal year 21/22 proposed projections. Councilmember Karwin inquired about the Police Department personnel pensions. The presentation continued with capital projects and capital outlays with new funding; fund balance policy; total City-wide expenditures; and total all funds budget with fund balance. The City Council asked questions of staff regarding the unassigned fund balance reserve, County Service Areas (CSA) accounts, and the Community Facilities District (CFD) funds. The presentation continued with the budget Summary; fiscal planning; and budget process summary to conclude the presentation. The City Council thanked staff for their hard work on the budget. 5.
