Present were Councilmembers Deines, Karwin, Liesemeyer, Mayor Pro Tern Sobek and Mayor Zimmerman. There were no public comments. Mayor Zimmerman recessed to Closed Session at 5:01 PM for the purposes listed below. City Attorney Jeffrey Melching stated there was nothing to report from Closed Session. 2. ROLL CALL Present: Dean Deines, Bob Karwin, Matthew Liesemeyer, Lesa Sobek, Bill Zimmerman Absent: None 3. WORDS OF INSPIRATION 3.1 Pastor Eric Lange, Valley Christian Fellowship 4. PLEDGE OF ALLEGIANCE Menifee resident and Measure DD Oversight Committee Member Edward Samuelson led the flag salute. PRESENTATIONS 5.1 Older Americans Month Community Services Director Jonathan Nicks introduced Community Services Coordinator Aisha Jemmott-Wilson to report on Older American's Month. Ms. Jemmott-Wilson provided a presentation and reported on the Kay Ceniceros programs and activities; Daily Lunch and Monthly Food Box Program; and Kay Ceniceros Senior Center Events and Activities. Mayor Zimmerman and the Council thanked the Community Services staff and the Senior Advisory Committee for the presentation and their efforts during the pandemic. Mr. Nicks stated he would present the Proclamation from the City Council to the Senior Advisory Committee at their next meeting. 5.2 Menifee Eagle Scouts Recognition The City Council presented the Eagle Scouts with certificates and recognized their community service work. The Scouts recognized were Brody Worthington, Evan Decker, Jarrett Johansen, Isaac Laban, Joel Southwell. Eagle Scouts Jaydon Southwell and Dylan Steenhoek were recognized but not in attendance. 5.3 Business Spotlight: Taylor Wealth Management Group Economic Development Director Gina Gonzalez introduced the Business Spotlight Program and presented the award and promotional video to Jeremy and Ivette Taylor with Taylor Wealth Management Group. Mr. and Mrs. Taylor thanked the community and the City Council. The City Council thanked them for being a part of the community. 6. AGENDA APPROVAL OR MODIFICATIONS The agenda was approved unanimously (5-0) with no modifications. 7. PUBLIC COMMENTS (NON -AGENDA ITEMS) Glen Turner stated his concerns regarding critical race theory. Don Vessey commented on the upcoming Quail Valley community meetings. Dr. Robert Hennings, Executive Director with Santa Rosa Academy, via Zoom, commented on his support for the Central Park Amphitheater improvements. Alex Knaub, via Zoom, stated his concerns regarding the proposed budget. Aaron Capp, Principal of Santa Rosa Academy commented on his support for the Central Park Amphitheater improvements. Michelle Aguilar Director of Education Services with Santa Rosa Academy commented on her support for the Central Park Amphitheater improvements. CONSENT CALENDAR All items on the Consent Calendar were approved by the following vote. Waived the reading in full of any and all Ordinances listed on this agenda and provided that they be read by title only. 10.2 Warrant Register ACTION: 1. Ratified and approved the Voucher List dated 4/23/2021, the Payroll Register/Other EFT's dated 4/26/2021, 4/28/2021, 4/29/2021, and 4/30/2021 and the Void Check Listing PE 04/30/2021 which have a total budgetary impact of $3,517,795.02. 10.3 Appropriations Increase for Various Special Districts ACTION: 1. Approved Resolution No. 21-1024 for the use of fund balance for additional appropriations in various special district funds for operating expenditures. 10.4 Final Recognition Policy ACTION: 1. Received and filed the final City Council Recognition Policy as approved on April 21, 2021. 10.5 Community Facilities District Landscape Improvements, Audie Murphy Ranch North Phase 2, Sutter Mitland 01, LLC ACTION: 1. Approved an agreement between the Sutter Mitland 01, LLC and the City of Menifee for maintenance of the landscape improvements prior to acceptance of the street improvements; and, 2. Authorized the City Manager to execute the agreement; and, Menifee Mayor and City Council May 19, 2021 Page 4 of 8 3. Accepted the landscape improvements located along Audie Murphy Road, Normandy Road, and La Ladera Road within Phase 2 of Audie Murphy Ranch North into the Community Facilities District (CFD) 2012-1. 10.6 Community Facilities District Landscape Improvements, Audie Murphy Ranch, Salt Creek Channel Slope Landscaping, Sutter Mitland 01, LLC ACTION: 1. Accepted the landscape improvements constructed along the north side of the Salt Creek Channel in Audie Murphy Ranch. 11. PUBLIC HEARING ITEMS 11.1 Annexation No. 37 to Community Facilities District 2015-2, David Mendoza, Sergio Mendoza and Rosa Isela Torres. City Manager Armando Villa introduced the item. Assistant City Engineer Yolanda Macalalad provided a presentation and reported on the annexation; location; and fiscal impact. Councilmember Liesemeyer inquired about the scope of improvements. Consultant Shane Spicer with Spicer Consulting reported on proposed improvements. Mayor Zimmerman opened the public hearing at 7:15 PM. City Clerk Sarah Manwaring stated the public hearing was legally noticed and there was no public comments or correspondence received. Ms. Manwaring also stated there are no persons registered to vote in the territory of the district, per the Riverside County Registrar of Voters. The City Clerk confirmed that the owners of the taxable property in the district have consented to hold the special election, the ballot was received, and it was a yes vote. Mayor Zimmerman closed the public hearing at 7:16 PM. ACTION: 1. Adopted Resolution No. 21-1025, calling the election for CFD 2015-2, annexation no. 37. DISCUSSION ITEMS 12.1 Public Safety Committee Discussion Assistant City Manager Jeff Wyman provided a presentation and reported on the background and formation of the Committee, attendees, Committee topics, absence of formation documents and policies; and current Committee status. Menifee resident Alex Knaub spoke in favor of a citizen public safety committee. Councilmember Deines commented on the importance of the information that is provided at the Public Safety Committee Meeting and suggested a quarterly public meeting. Councilmember Karwin spoke in favor of having a Public Safety Report as a regular item onthe City Council agenda. Mayor Pro Tern Sobek spoke in favor of holding a City Council special quarterly public safety meeting. Councilmember Liesemeyer spoke in favor of disbanding the Public Safety Committee and amending the City Council agenda to include a Public Safety Report that would be presented by staff monthly. Councilmember Deines stated he supported the idea of a City Council special quarterly public safety meeting to review comparisons and trends. Councilmember Karwin commented on the importance of public participation and the ability for the Council to take action when needed. City Manager Armando Villa stated staff could bring a reporting model back to the City Council. Councilmember Liesemeyer stated he was not in favor of receiving information only quarterly and would still like to receive a monthly report as a receive and file item. Mayor Zimmerman stated he was in favor of receiving information monthly and agreed that the item should be brought to the City Council as a whole to make decisions and recommendations and provide for public participation. CITY MANAGER REPORTS City Manager Armando Villa stated May was Public Works, Building and Safety, and Economic Development Month and recognized staff for their hard work. Community Services Director Jonathan Nicks provided a presentation and reviewed the Menifee Better Together Event and thanked the sponsorships that assisted in the event. City Clerk Sarah Manwaring stated the City Clerk's Department would be hosting a shredding event for Menifee residents at City Hall on Saturday, May 22, 2021. 16. FUTURE AGENDA REQUESTS FROM COUNCIL MEMBERS Councilmember Deines requested a report from staff on animal licensing fees and reducing costs for shelter intake. Councilmemebr Karwin seconded the request. Councilmember Deines requested a discussion item on best practices and policies regarding future large warehouses and distribution centers. Mayor Pro Tern Sobek seconded the request. Councilmember Liesemeyer stated he would like to see some of the future agenda items presented to Council.
