2020-309 SPA No. 2010-090 for Amendment No. 3 to Specific Plan No. 260 Menifee NorthoRDTNANCE NO. 2020-309 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MENIFEE APPROVING SPECIFIC PLAN AMENDMENT NO. 2O1O.O9O FOR AMENDMENT NO. 3 TO SPECIFIC PLAN NO. 260 'MENIFEE NORTH SPECIFIC PLAN PALOMAR CROSSINGS" WHICH ESTABLISHES NEW BOUNDARIES FOR PLANNING AREAS 11, 12, 13, AND 14, ALLOWED LAND USES, DEVELOPMENT STANDARDS AND DESIGN GUIDELINES FOR PLANNING AREAS 11, 12, AND 13 ON APPROXIMATELY 64 ACRES ON THE NORTH SIDE OF HIGHWAY 74 WEST OF MENIFEE ROAD AND EAST OF PALOMAR ROAD Whereas, on June 7, 2010 the applicant, Gary Hamro, filed a formal application to the City of Menifee for the approval of Specific Plan Amendment No. 2010-090, which is Amendment No. 3 to Specific Plan No. 260 ("Menifee North Specific Plan") ("Project" or "Palomar Crossings Project") on property as identified as APNs 329-090-025, 329- 090-026, 329-090-069, 329-090-070, 329-090-07'1, 329-090-072, 329-100-025, 329- 1 00-026, 329-100-027, 329-100-030, 329-100-031, 329-1 00-033, and 329-1 00-034; and Whereas, the Specific Plan Amendment will amend the Menifee North Specific Plan No. 2010-090 by modifications to Planning Areas 11, '12, 13 and 14 of the Menifee North Specific Plan. Proposed changes for these plannrng areas include the realignment of boundaries and acreages, the re-classification of land use designations for Planning Areas 'l 1, '12 and 13, the establtshment of development standards and allowable land uses within Planning Areas 11, 12, and 13 and the establishment of new architectural design guidelines for residential and commercial development; and Whereas, on May 13,2020 the Planning Commission held a duly noticed public hearing on the Project, considered all public testimony as weil as all materials in the staff report and accompanying documents, which hearing was publicly noticed by a publication in the Press Enterprise, a newspaper of general circulation, an agenda posting, on-site posting, and notice to property owners wrthin 600 feet of the Project boundaries as well as to persons requesting public notice, and Whereas, at the May 13,2020 Planning Commission public hearing, based upon the materials in the staff report and accompanying documents, public comment, and Planning Commission discussion, the City of Menifee Planning Commission recommended that the City Council adopt Specific Plan Amendment No. 2010-090 Amendment No. 3 to Specific Plan No. 260 ("Menifee North Specific Plan"), and, Whereas, on June 17, 2O2O, the City Council held a duly noticed public hearing concerning the Ordinance, introduced and conducted a first readrng of the Ordinance, and considered testimony and evidence at the public hearing held with respect thereto; and; NOW, THEREFORE, the City Council of the City of Menifee does ordain as follows Consistency with the General Plan.
