SPECIAL MEETING (3:00 PM)
1. CALL TO ORDER
Mayor Zimmerman called the Special Meeting to order at 3:00 PM.
2. ROLL CALL
Present: Dean Deines, Bob Karwin, Matthew Liesemeyer, Lesa Sobek, Bill Zimmerman
Absent: None
3. PLEDGE OF ALLEGIANCE
Mayor Zimmerman led the flag salute.
4. WORKSHOP
4.1 Strategic Visioning Plan Update
City Manager Armando Villa introduced Ron Puccinelli as the City’s new Information
Technology Department Director. Mr. Puccinelli thanked Mr. Villa and the City Council
for the warm welcome.
Mr. Villa provided the background of the Strategic Plan and introduced Senior
Management Analyst Imelda Huerta. Ms. Huerta provided a presentation and
reported on the Strategic Plan; Plan Development; City’s Goals; Goal
Areas/Objectives; Council Updates; 2020 Added Action Items/Tasks; Significant
Updates: March 2020- March 2021; and Completed Tasks to Date.
The Council provided the following comments to the Strategic Plan.
PUBLIC SAFETY:
Amend item 1.2.6, street sweeping, to evaluate current service contract
Menifee Police Department (PD) Report on first year and next steps
Assessment report to the Council on Code Enforcement move under PD
Action item for commercial enforcement and evaluation of commercial truck
route

Homelessness Plan and Strategy
Illegal Dumping Enforcement and Cleanup
LAND USE:
Revise open space nature preserve effort to ongoing, instead of completed
Review and update to Parks Master Plan
Ongoing evaluation of unique recreational amenities
Needs assessment for City infrastructure
Explore Specific Plans for Economic Development Corridor Northern and
Southern Gateway
INFRASTRUCTURE:
Information Technology (IT) assessment for internal needs, cyber security and
broadband
Research of possible temporary uses for recently acquired City
property across from Cherry Hills shopping center
Review opportunities for equestrian staging and parking area at Salt Creek
Trail.
Review streetlights in rural areas.
Ms. Huerta said that she would update the Strategic Plan with the Council’s
comments and bring it back from adoption. She also presented the City’s new public
portal for the Strategic Plan, which would be available soon to the public.
ACTION
1. Reviewed and discussed the City Council Strategic Visioning Plan updates; and
2. Provided revisions to current City Council Strategic Visioning Plan.

Mayor Zimmerman adjourned the meeting at 5:28 PM.
