Individuals affected with COVID-19 have mild to severe respiratory illness with symptoms of fever, cough, and shortness of breath. As of March 25, 2021, 124 million or more individuals have contracted the COVID-19 disease. In addition, 2.47 million or more deaths have been associated with the disease, making it one of the deadliest pandemics in human history. On January 20, 2020 the World Health Organization (WHO) declared the outbreak of COVID-19 a Public Health Emergency of International Concern and elevated it to the status of a pandemic on March 11 of the same year. On March 4, 2020 the Governor of the State of California declared a state of emergency in California due to the introduction and spread of the disease. On March 8, 2020 the Health Officer of Riverside County determined that there was an imminent threat to the public health from the introduction of the disease and declared a local health emergency. On March 18, 2020 the City of Menifee adopted a resolution proclaiming the existence and threatened existence of a local emergency. In response to the pandemic, the State of California instituted a color-coded (Purple, Red, Orange and yellow) service reopening tier system – with Purple being the most restrictive and Yellow being the least restrictive. Counties must meet certain criteria before moving to a less restrictive tier. Based on the system, many non-essential indoor City of Menifee operations were closed to the public (and provided virtually) while the County of Riverside remained in the Purple and Red tiers. This plan outlines the reopening activities for the City of Menifee as it transitions through each of the tiers - once again providing in-person services (with modifications) in the Orange and Yellow tiers. The City of Menifee’s City Services Reopening Plan is based on industry best practices, procedures, guidance and mandates from the Centers for Disease Control and Prevention, State of California, and County of Riverside. All content is subject to change as the requirements and recommendations from the aforementioned governmental entities continue to change based on the necessary response to the pandemic. The City’s Municipal Code (§ 1.10.040) empowers the City Manager, as the Director of Emergency Service, to direct cooperation between (and coordination of) services and staff pertaining to the city’s emergency organization. The emergency proclamation adopted on March 18, 2020 by the Menifee City Council in response to COVID-19, provided the same empowerment framework. In this capacity, the Director of Emergency Service approves the date of the reopening as Monday, April 12, 2021. Goals of the Plan • Base the reopening on City of Menifee services on the State of California’s color-coded tier assignments (as outlined in the State of California’s Blueprint for a Safer Economy). • Address the operational and administrative challenges associated with the fluctuations in tier system to ensure the City has sufficient staff available and ready to serve the public. • Prevent, reduce and eliminate the exposure and transmission of COVID-19 among our City employees and the public we serve through the implementation of recommended control measures. COVID-19 CITY SERVICES REOPENING PLAN Revision: 04/07/2021 State of California Color-Coded Tier System The State of California implemented a Blueprint for a Safer Economy on August 30, 2020 to reduce COVID- 19 in the state with criteria for loosening and tightening restrictions on activities based on a color-coded tier system. Every county in the state is assigned to a color based on its positivity rate, adjusted case rate, and health equity metric. Counties must remain in their tier for at least 3 weeks before moving to a less restrictive tier. Counties must meet the next tier’s criteria for two consecutive weeks to move to a less restrictive tier. If a county’s metrics worsen for two consecutive weeks, it is assigned a more restrictive tier. Based on the system, many non-essential indoor City of Menifee operations were closed to the public (and provided virtually) while the County of Riverside remained in the Purple and Red tiers. This plan outlines the reopening activities for the City of Menifee as it transitions through each of the tiers - once again providing in-person services (with modifications) in the Orange and Yellow tiers. Collaboration The City of Menifee has collaborated with multiple organizations during the Covid-19 Incident, some examples include: Federal Federal Emergency Management Agency (FEMA) Center for Disease Control and Prevention (CDC) State California Governor’s Office of Emergency Management (Cal OES) Department of Aging County Riverside County Emergency Management Department (EMD) Riverside County Public Health Riverside University Health System COVID-19 CITY SERVICES REOPENING PLAN Revision: 04/07/2021 Safety Guidance Safety guidance was provided in collaboration and consultation with the City’s risk pool, labor attorney, Centers for Disease Control and Prevention and Cal/OSHA. More specifically, the City has established the following policies to ensure public and employee safety during the pandemic: 1. City of Menifee Covid-19 Prevention Program (Cal/OSHA Requirement) • Effective Date: February 8, 2021: The purpose of the Covid-19 Prevention Program (CPP) is to provide employees a healthy and safe workplace as required under the California Occupational Safety and Health Act (Labor Code 6300, et seq.) and associated regulations (California Code of Regulations, Title 8, §3205). 2. City of Menifee Protocols for Testing City Employees for Coronavirus (Policy Number: AD-28) • Effective Date: June 16, 2020: The objective of this policy is to ensure the health and safety of working conditions for all City Employees through the administration of CORONAVIRUS testing for City Employees. 3. City of Menifee Protocols for Temperature Testing and Screening for Symptoms Associated with Coronavirus (Policy Number: AD-27) • Effective Date: June 16, 2020: The objective of this policy is to prevent any individual who presents a fever or certifies that they have presented a symptom associated with the Coronavirus from entering a City facility or worksite in order to ensure the safety and health of City workplaces. 4. City of Menifee Protocols for Social Distancing and Individual Responsibility in the Workplace (Policy Number: AD-26) • Effective Date: June 16, 2020: The objective of this policy is to ensure the health and safety of working conditions for all City employees through adherence to social distancing and cleaning and disinfecting principles and best practices. Safety Measures • Public Check-In: In order to reduce the risk of exposure to COVID-19 to the public and employees, visitors will be required to abide by CDC guidelines for Businesses and Employers, including: • Wear a mask before entering City facilities • Complete a symptom and temperature screening • Maintain social distancing • Employee Vaccine Distribution: The City of Menifee encourages interested employees to get vaccinated. The City partners with the following to provide the COVID-19 vaccine: • Riverside University Health System • Menifee Global Medical Center • Facility Porter Service (Cleaning): Cleaning and disinfection is an important part of opening public spaces that will require careful planning. The City of Menifee will establish a contract with a facility portal service. The porter will clean and disinfect, lobby areas, front counters, restrooms, meeting rooms, breakrooms, etc. COVID-19 CITY SERVICES REOPENING PLAN Revision: 04/07/2021 Hours of Operation The City of Menifee is committed to maintaining continuity of City services while ensuring the health, safety, and well-being of its residents and staff. As the City transitions through each of the County’s color- coded tiers, services are offered via telephone, virtual and in-person. Virtual Services: • Permits: City of Menifee citizens, businesses and visitors may access online permit services, 24 hours a day, 7 days a week, by visiting the City’s Virtual City Hall Permit Center (Zero Stop Shop – see Attachment B). This convenient service brings together the City’s development departments (Building and Safety, Engineering, Planning, and Fire) to provide expedited service and processing. Conducted via the Menifee Permit Portal, this service allows users to save both time and money while obtaining their permits and approvals. • City Clerk: The public may submit Public Records Requests by visiting the City’s website. In addition, the public may view meetings virtually while the City is subject to the state’s Purple and Red tiers. • Community Services: In response to the temporary closures of schools and recreational facilities, the public may view a variety of community service resources and activities designed to keep families engaged. This includes fitness for kids and seniors to daily activities and lesson plans. • Economic Development: Menifee Forward is a new initiative put in place to help our community work together to open, shop, and support our local businesses. Local businesses can promote special offers and promotions online. Menifee residents and visitors can also access important pandemic information such as reopening guidelines, Menifee job resources, and various pandemic resources through our Menifee Cares initiative. Guidance for virtual participation is included in each meeting’s agenda (which are posted at least 72 hours prior to a regular meeting). Comments on agenda and non-agenda items maybe submitted to publiccomments@cityofmenifee.us prior to the meeting. The comments are read during the live meeting. In Person Council/Commission Meetings In-person Council and Commission meetings will be available for up to nine (9) members of the public, based on 6 feet social distancing. Mask wearing provisions will be followed. Staff will wipe down podium, microphone and seats after each use. • Individuals interested in participating to either speak or observe may reserve a seat in advance. • Prior to each meeting, members of the public will line-up outside (aided by social distancing markers). o Staff will sign-in the public (including speakers and consultants, if any) and will verify they take their temperature via the Kiosk. o Individuals that choose not to make a reservation, may occupy a seat if/when one becomes available. o City Clerk will call each speaker to the podium, as well as announce the next two speakers. Staff will assist in guiding the speakers. • For meetings with a large crowd, IT will assist by providing an outdoor viewing area. • A police officer will be present in the Council Chambers for City Council meetings. • Four (4) reserved seats will be available in the Council Chambers for staff presenting items to the Council (and their consultants, etc.), recognition recipients, etc. • Additional staff may observe from the Bell Mountain Conference Room. Yellow Tier The process from the Orange Tier will remain the same. However, the number of individuals permitted in the Council Chambers may increase according to updated tier guidelines.
