1. CALL TO ORDER
1.1 Committee Reorganization – ratify the motion made during the December 16,
2020 Council meeting
Committee Chair Matt Liesemeyer called the meeting to order at 3:02 p.m. and
made the motion to assign Committee Member Sobek as Chair.
2. ROLL CALL

5. APPROVAL OF MEETING MINUTES
5.1 December 8, 2020 Regular Meeting Minutes.
The committee members approved the minutes unanimously (2-0) with no
modifications.
6. DISCUSSION ITEMS
6.1 Public Safety Report Summary
Assistant City Manager Jeff Wyman stated staff was working on finalizing a
report summary format to enable committee members to see previous and
current months data in a visual format to include charts.

6.2 Fire Department Monthly Report
Fire Division Chief Kirk Barnett provided the monthly report and reported the
significant incidents for December. He said that the busiest times for calls in
2020 were July 4th and the week of Christmas.
Committee Member Liesemeyer asked if there has been a change in volume of
calls since the change from Sheriff Department to Menifee Police Department.
Fire Chief Barnett said there has not been a change in call volume, but they do
have more opportunities to assist the Police Department.
Committee Chair Sobek asked that staff continue to promote the Fire
Department via Public Safety Announcements (PSAs). Public Information
Officer Dominique Samario stated that she has worked on a spotlight feature
for the Fire Department and Code Enforcement. She also mentioned working
on a fire safety campaign and the safe disposal of Christmas trees. Committee
Chair Sobek also stated that Battalion Chief Mark League is invited and
encouraged to attend Public Safety meetings. Fire Chief Barnett said Battalion
Chief League had been away on assignment for a few months but would let
him know about the meetings.
6.3 Office of the Fire Marshall Report
Fire Marshal Sonya Bu provided the monthly report for December. She stated
that December had been the busiest month for inspections. She said that an old
sprinkler system was renovated and completed in phases for an assisted living
facility.
6.4 Menifee Police Department Staff Report
Police Captain Dave Gutierrez provided the monthly report. He explained that
digital citation training was 85 percent complete. He also stated as Council had
approved additional authorized positions in the Police Department budget, they
were now able to offer positions and have an eligibility list for future positions.
Captain Gutierrez gave a demonstration of the new crime mapping software. He
stated that crimes would not be shown on the map until reports have been
approved and reviewed by the records department.
Committee Chair Sobek asked if there was spike in crime during the holidays,
Captain Gutierrez said it was mellow and there was no significant increase in
crime. Committee Member Liesemeyer asked what was happening with the
Cherry Hills Plaza Substation. Captain Gutierrez said it was being utilized by
officers to write reports, as well as County Mental Health and Social Work Action
Group (SWAG).
Police Chief Walsh reported that Dave Brown had been hired back to assist in
the recruitment of volunteers and reserve officers.
6.5 Code Enforcement Monthly Staff Report.

Police Sergeant Raul Perez presented the monthly report. He stated that there
have been no reports of businesses operating outside of COVID guidelines.
6.6 Animal Control Monthly Report
Animal Control Officer Jan Bratten reported for the month of December and
stated due to COVID they had been receiving more phone calls than in person
visits.
6.7 Public Works/Engineering Report
Senior Traffic Engineer Rob Blough provided the monthly report. There was a
discussion regarding suggested stop signs at Menifee Road and Mapes Road
as there have been several accidents at this location. Mr. Blough said this would
be something to discuss with the County as this area is shared with them.
Committee Chair Sobek inquired about the sunken sidewalk at Simpson Road
and Briggs Road. Mr. Blough said he would investigate this as he may have
located an incorrect area at Lindenberger Road.
6.8 Community Services Monthly Report
Park/Landscape Maintenance Manager Bryce Howell provided the monthly
report and informed the committee that this years Point in Time Count event had
been cancelled and last years numbers would be used instead.
6.9 School Districts Monthly Report
Director of Risk Management from Menifee Union School District Kara McGee
was present for the meeting. It was discussed by the committee that if Ms.
McGee has a conflicting meeting that she be moved earlier in the agenda.
Ms. McGee reported that the district has two new board members. She also
stated that the district office had offered to be a COVID vaccination site.

School and Education Event Programs:
• Due to the COVID-19 Pandemic, ALL School and Education events have been canceled.

Other Events:
• While in the month of December, worth recognizing the commitment of our Firefighters and Volunteers in the
Community.
During the month of December 2020, CAL FIRE/Riverside County Firefighters in the City of Menifee partnered with ABC7
for the 28th annual Firefighter’s Spark of Love Toy Drive. Despite the challenges of COVID-19, Firefighters along with
several Community Volunteers and Menifee’s Santa Workshop were able to put a few presents under the tree for some
of those less fortunate in the community. The Toy Drive served approximant 350 families and over 1000 children in the
City of Menifee, bringing the gift of giving to each one of their homes.

Monthly Report
On January 7, 2021 CAL FIRE/Riverside County Firefighters were dispatched to a report of two children trapped inside a residential
elevator that had malfunctioned. Firefighters from Truck and USAR 76 using specialty tools were able to free the two children who
were evaluated by Fire Department Paramedics and left in the care of the mother, uninjured.
On January 13, 2021 CAL FIRE/Riverside County Firefighters responded to a fully involved big rig fire, North I215 @ Newport Road on
ramp. The fire caused approximately $265,000 in damages and closed the Northbound I215 for three hours. There were no injuries.

Monthly Report
On January 22, 2021 CAL FIRE/Riverside County Firefighters were dispatched to a reported commercial structure fire at the Dollar
Tree, 26932 Cherry Hills Blvd. Firefighters arrived on scene and found a large commercial strip mall with a working fire inside the
Dollar Tree. The fire was quickly contained minimizing damages.
Annually, the demands on Firefighters become greater and greater. Call for service increase, fires are more dangerous and today
we are battling a pandemic. If the day to day demand are not enough, staying proficient and maintaining skillsets are vital to the
longevity of our Firefighters. Pictured are some of the Firefighters assigned to Truck and USAR 76 participating in their annual re-
certification process for one of the most demanding, high risk and low frequency call types we as Firefighters respond to.
Confined Space Rescue Certifications are recertified annually at the CAL FIRE/Riverside County Fire, Ben Clark Training Center.

CAL FIRE/Riverside County Firefighters responded to a reported structure fire at 29498 Wooden Boat Dr , in
Menifee. The first arriving engine reported light smoke from a single story residence. A fire in the bedroom had
activated the sprinklers and extinguished the fire. Firefighters were able to turn off the sprinkler system and remove
all of the water from the house. Red Cross was requested to assist the residents while repairs are made from the
water damage.

CAL FIRE/Riverside County Fire Department responded to a reported structure fire at the above address. First
arriving company officer reported an exterior fire on the "B" side of the structure with extension into the attic space.
A coordinated interior fire attack and ventilation were conducted keeping the fire damage to the exterior and minimal

CAL FIRE/Riverside County Firefighters were dispatched to a reported commercial structure fire at 26866 Sun City
Blvd in the City of Menifee. Firefighters arrived on scene and found a single story strip mall with light smoke coming
from a laundromat. Firefighters quickly contained the fire to one dryer unit with minor extension to the interior wall of
the business. Quick action by Firefighter minimized damages and the business and adjoining businesses will
remain open to the community. There were no injuries to civilians or Firefighters.

On January 23rd at 6:56 pm units from Cal Fire/Riverside County Fire Department responded to a reported
commercial structure fire at the Dollar Tree located at 26932 Cherry Hills Bl in the City of Menifee. Units arrived on
scene to find a large commercial strip mall with active fire inside the Dollar Tree store . With the assistance of
Menifee PD utilizing a portable fire extinguisher and the fire sprinkler system, the fire was contained to a small
portion of the store. Units will remain on scene for overhaul and water removal for the next hour. The City of Menifee
building and safety was notified of the damage to the building.

During the 20 available business days in January the personnel assigned
to the Menifee Office of the Fire Marshal conducted 204 field
inspections, 0 state mandated inspections, 0 annual inspections and
completed 69 individual plan reviews. During this period staff also
attended 17 development related meetings, 4 COVID-19 meetings and
responded to 0 request for counter assistance.
Plan review turn-around time is currently 7 days and inspections are
within 4 days of request. Review of Planning case applications are
averaging 7 days.
Revenue collected for plan reviews, inspections and planning
application reviews are as follows:

The Office of the Fire Marshal (OFM) – Menifee staff includes a
Riverside County Fire Assistant Fire Marshal, Fire Safety Specialist, Fire
Systems Inspector, Fire Permit Technician and an Office Specialist II.
Currently the office is conducting inspections, planning cases,
Development Review Committee, meetings and plan reviews of
Residential and Commercial projects.
Office of the Fire Marshal (Menifee) continued to conduct inspections
for both residential and commercial projects. The month of January has
remained consistent in the number of inspections and plan reviews
during the COVID-19 pandemic. Our fire Inspector and Specialist have
been busy with various types of inspections including, fire sprinklers for
both residential and commercial, fire alarms, hood and duct
inspections, tenant improvement projects, underground fire lines and
water supply inspections. Utilizing safety protocols, our inspectors are
still providing minimum levels of inspection services for critical
infrastructure, construction projects and state mandated inspections as
approved by the DFM.
January plan reviews have included Baker Professional Building, New
Tract Jasper -5 sprinkler plan types, Applebee’s fire alarm, and Shell Gas
station. In addition to the large commercial projects there have been
numerous single-family dwellings, accessory structures, and accessory
dwelling units reviewed. Plans continue to be successfully submitted
electronic via Blue Beam or digital files. We are continuing to receive
great feedback from those submitting and resubmitting plans.
This month staff has continued to work closely with the new Center
Pointe project with weekly development meetings via Teams to help or

assist in the commercial development and assist in fire inspections.
Staff is continuing to work diligently on the 3-story assisted living
facility Well Quest with continuous inspection request for different
levels and phases of the building. Furthermore, The Menifee Plaza is
near completion of the underground fire line and just awaiting EMWD
approval.
As the city Fire Marshal, I have been involved with 5 Development
review committee meetings this month, met with the Development
Team with proposed buildings, projects, and preplan discussions. 15
Planning cases were reviewed for the month of January. I was involved
in 17 meetings with developers, contractors, city staff and costumers
on various fire and life safety concerns. In addition to my weekly one on
one fire staff meetings and team meeting I also addressed the cities
high priority projects. In addition, I have been involved in 4 COVID-19
meetings and training.
In between inspections, annual inspections, plan reviews, electronic
plan reviews, planning cases, document retention, scheduling, and
billing, as well as required reports, Menifee staff have a full workload as
do other divisions in this growing community. Office of the Fire Marshal
is partially telecommunicating from home and working inside the City
Hall. Inspections are continuing to be scheduled and conducted daily
with virtual inspections on an as needed basis.
The Fire Marshal services provided locally continue to receive positive
comments on service delivery and assistance to the public and business
community from customers, City staff and the Development
community.

PUBLIC WORKS / ENGINEERING UPDATE:
1. Traffic Signal at Murrieta/Scott is now operating.
2. Traffic Signal at Murrieta/Craig is now operating.
3. Traffic Signal at Murrieta/Garbani is still under construction and involves street improvements by
developer.
4. Traffic Signal Interconnect and TMC Project is in final testing phase.
5. Traffic Signals at four intersections are currently at 50% design review stage. These intersections
are at Murrieta/Rouse, Murrieta/Sun City, Menifee/La Piedra and Menifee/Garbani.
6. Adams Street sidewalk is under construction.
7. Murrieta Road between McCall and Salt Creek paving, striping, and signal loop installation is
complete.
8. Pavement Management Program report is in progress.
9. Lindenberger is now closed north of Domenigoni until late May 2021.
10. Speed Surveys are in final review and additional surveys to be re-done on approx. 10 streets to see
if City can legally justify keeping the existing speed limit instead of having to raise speed limits.
11. Signage and Striping improvements designed for intersection/knuckle of Tupelo/Sherman and will
be installed by PW.
12. Town Center Drive striping/signage being designed to correct left turn pocket striping, bring
roundabout up to new signage standards, add red curb adjacent to roundabout splitter islands, and
to modify the traffic signal striping and phasing at Newport/Town Center.
13. Newport/Haun traffic signal modification to add an EB right turn arrow (overlap) being designed.
14. Menifee/Mapes all-way stop evaluation/study is underway. County has been contacted and we are
working together on compiling accident history and traffic volumes (pre Covid).
15. Park Signage being added adjacent to John Denver park south of McCall.
16. McCall Resurfacing project from Encanto to Hospital entrance to go out to bid in late Feb.
17. Tres Lagos k-rail being replaced with wooden barricade per standard plans on east side of
Southshore.
18. RFP for McCall/I-215 Interchange PA&ED and PS&E was sent out and 7 consultant teams have
submitted proposals that are currently being reviewed/scored by City staff/Caltrans.
